By submitting a proposal for Task Order 4000, FE&O, the Offeror agrees to furnish all services and items upon which the prices are offered at the price set opposite each item, delivered at the designated point(s), within the time specified in the schedule if this Task Order offer is accepted by the Government anytime from award of the contract resulting from H95001-15-R-0001 through 180 calendar days thereafter.

Contract Type This is a fixed-price incentive (firm target) (FPIF) task order. The Offeror shall propose a target cost, target profit, and ceiling price. The target cost is inclusive of all cost elements, including labor, material, and other direct costs (ODCs). The ceiling price shall be no greater than 120% of the target cost. The share ratio above target cost is 60 (Government)/40 (Contractor). The share ratio below target cost is 40 (Government)/60 (Contractor).

The Offeror’s proposed target profit percentage shall not exceed the profit percentages as proposed on Attachment L-16: Cost / Price Workbook 3, WS3-3: Fee Structure Table.

Payments for contract line item number (CLIN) 0001 will be made on partial deliveries accepted by the Government on a monthly basis in accordance with FAR 52.232-1, Payments. Payments for CLINs 0002, 0003, and 0004 will be made in accordance with FAR 52.216-7, Allowable Cost and Payment. Payments and the total final price are subject to adjustments in accordance with FAR 52.216.16, Incentive Price Revision—Firm Target, and performance assessments conducted in accordance with the IRES Performance Evaluation and Incentive Plan (Attachment J6).

In addition to adjustments authorized in accordance with FAR 52.216-16(k), adjustment of the target cost due to a variance in the actual cost incurred when compared to the Government’s plug number (GPN) for other direct costs (ODC) may be considered if actual ODC costs exceed +/- 15%. The adjustment will only be made by the amount the actual cost incurred exceeds the +/- 15% threshold; no adjustments to fee will be made.

1.0Vision and Purpose Statement
1.1Vision

Engineer, operate, and maintain an efficient, cost effective facility infrastructure in support of Missile Defense Agency (MDA) elements / components and designated Combatant Commanders' Ballistic Missile Defense System (BMDS) operations executing missions at the Missile Defense Integration and Operations Center (MDIOC). The overall goal of FE&O task order is to provide a reliable infrastructure supporting mission-critical BMD activities as well as a clean, safe, and environmentally responsible infrastructure that leverages state-of-the-art technologies in a cost effective manner. Innovative solutions are desired, but not at the expense of mission success.

1.2 Purpose

In support of the MDA’s mission of Research, Development, Test, and Evaluation (RDT&E) for BMDS elements and components, MDIOC Facilities Management (MDA/ICM/DPF) is responsible for ensuring infrastructure systems are maintained and managed in optimum condition. The objective of the FE&O Task Order is to procure efficient and effective facilities engineering, operations, and maintenance at the MDIOC.

2.0 Background

Task orders issued on the JRDC that are considered predecessor task orders to this SOO include:

· 8003, Facility Support (excluding Tasks B.4, B5.1, B.5.2)

· 6003, Facility Support (excluding Tasks B.1 through B.7, and B.9)

· 5003, Facility Support (excluding Tasks H5.1 through H5.6)

· 4003, Facilities (excluding Tasks except Tasks 36 through 78)

· 3003, Facilities (excluding Tasks except Tasks 36 through 78)

· 2003, Infrastructure (excluding Tasks 36 through 78)

· 1003, JNIC Infrastructure (excluding Tasks 36 through 78) NOTE: This information is provided as an aid to offerors; it is not intended to direct or influence the proposed solutions or contractor-developed performance work statement submitted in response to this SOO.

MDA has a continuing need for the research, development, test, evaluation, and integration of BMDS components. These activities are generally conducted within the MDIOC mission execution platform and they leverage a common enterprise communications and IT capability to simultaneously conduct BMDS testing, warfighter training, and Operations support for multiple MDA directorates and Combatant Command (CCMD) requirement owners. Facility infrastructure systems are operated, maintained, and sustained in a coordinated and synchronized manner to reduce impact and risk to Operational and RDT&E missions.

As a strategic asset, the MDIOC is a secure, multi-purpose and highly reconfigurable research, test, and operations complex comprised of two separate facilities (Buildings 720 and 730). There are approximately 2,200 military, government, and contractor personnel that are permanently assigned to the MDIOC. The MDIOC resides within a 50th Space Wing (50SW) restricted area on Schriever Air Force Base, CO.

Building 720 is the MDIOC research and operations complex. It is a ~580,000 square-foot facility that includes numerous element-level laboratories, special access programs, test centers, conferencing facilities and operational capabilities supported by a highly reliable facility, communications, and IT infrastructure. The complex has an 8,575 square-foot presentation center, a 19,880 square-foot data center, and an 11,060 square-foot main communications hub. Building 720’s open-span architecture allows for rapid reconfiguration of work areas, information technology, and communications resources via an accessible between-floor central cable chase, and modular configuration of workspaces.

Building 730 is the MDIOC consolidated support facility (CSF). It is a ~96,000 square foot facility that provides administrative office space, conferencing facilities, an international events center, and food service (dining facility) operations. Building 730 connects to building 720 through the main entrance lobby and the basement.

3.0 Scope

The Contractor, as an independent entity and not an agent or employee of the Government, shall furnish to the Government all necessary labor, services, and materials (except as specified by the Government) required to engineer, operate, maintain, repair, and sustain the facilities, equipment, and infrastructure systems at the MDIOC and other MDA activities operating in Colorado Springs.

4.0 Service Summary Items

In accordance with the IRES Performance Evaluation and Incentive Plan, Service Summary Items (SSIs) 1 through 4 are common [required] on all task orders and will be assessed at the contract level (i.e., all task orders will receive the same rating – one fail all fail model).

SSI 5 (through n) [Technical Performance] captures the specific task order Service Summary Items deemed essential to successful execution of the task order (note: The Technical Performance SSIs are to be developed / defined using the performance measures proposed by the contractor). 5.0Statement of Objectives and Desired Outcomes

The MDIOC mission execution platform supports concurrent test, training, and operational (CTTO) missions. The infrastructure must be maintained to ensure that there is no interruption to critical MDA mission activities. FE&O objectives are focused on robust facility engineering activities (configuration management, standards, planning, and design) and operations and maintenance activities (reliability, availability, and maintainability).

Outcomes are task order requirements that must be captured in the Contractor Performance Work Statement (CPWS). Thresholds which identify a specific performance level must also be incorporated into the CPWS. Desired attributes are both quantifiable and non-quantifiable performance goals/objectives that the Government would like to achieve, and are provided as assistance in developing proposal/CPWS performance thresholds and service summary items. Constraints are limitations on the contractor’s technical or management approach/solution. The contractor's approach/solution must comply with the constraints.

All activities conducted on this task order must adhere to the special requirements identified in the contract-level SOO (Contract Attachment J-01).

In the event of a conflict between Section 5.0 of the SOO and the CPWS, Section 5.0 of the SOO takes precedence.

5.1Task Order Administration
5.1.1Description

Successfully integrate and coordinate all activity necessary to efficiently execute this task order.

5.1.2Outcomes
5.1.2.1An Integrated Program Management Report (IPMR) that contains data for measuring cost and schedule performance for the Facilities Engineering and Operations task order. The required Facilities Engineering and Operations IPMR required formats are:

· Format 1 defines cost and schedule performance data by product oriented Work Breakdown Structure (WBS); Format 1 will provide data at WBS Level 4.

· Format 2 defines cost and schedule performance data by the contractor's organizational structure.

· Format 5 is a narrative report used to provide the required analysis of data contained in Formats 1 and 2.

· Format 7 defines the time-phased historical and forecast cost submission.

5.1.2.2 Delivery of the contractor acquired property (CAP) report for the FE&O task order.

5.2Facilities Engineering
5.2.1Description

Comprehensive facility engineering services to ensure MDIOC infrastructure systems are accurately documented and managed. Accurate infrastructure system drawings, schedules (e.g., power panel schedules), and data are required to evaluate new or changing infrastructure requirements, assess anomalous infrastructure trends, and provide up-to-date drawings and/or specifications to project engineers, 50SW/CES, and independent assessors as deemed necessary by the Facility Manager (MDA/ICM/DPF).

Facility engineering services are responsible for the development and maintenance of facilities configuration, standards and planning, engineering design, and anomaly analysis.

5.2.2Outcomes
5.2.2.1Standards-based control and governance of facility systems leveraged across all contract entities leveraging the MDIOC infrastructure.
5.2.2.2A requirements management methodology that 1) facilitates an integrated requirements review process to facilitate capacity planning and 2) ensures the most effective and efficient utilization of existing infrastructure.
5.2.2.3Configuration management/system engineering process conformance to ensure standards are established to control and manage, in optimum condition, infrastructure system capabilities.
5.2.2.4An installation standard that identifies requirements, standards, and criteria for MDIOC facility improvements and modifications.

5.2.2.6 Facility Support Sustainment Plan that provides a five-year prioritized projection of projects necessary to maintain / sustain MDIOC infrastructure capabilities. This plan describes replacement or upgrade of infrastructure systems, equipment, or components expected to reach end-of-life and supports the budgeting, scheduling, and modification process. Sustainment plan shall utilize Builder SMS Facility Condition Index (FCI) and corresponding System Condition Indexes (SCIs) to support projected infrastructure upgrades and priorities. Mission changes requiring infrastructure upgrades will also be included/projected through the five (5) years.

5.2.2.7 Repository of detailed and accurate facility system drawings, schedules, and data to provide up-to-date renderings / specifications to project engineers, 50SW, and independent assessors.

5.2.2.8Reliability, availability, maintainability (RAM) data for use in determining systems uptime, developing situation report(s), and providing performance metrics. (Note: Maximo software is currently used to support some of this outcome for the MDIOC facility systems; the contractor is not constrained to using this tool).

5.2.2.9Schriever AFB (50SW) coordination and interface to support: Weekly utility outage boards, monthly generator runs, Builder SMS changes and input, AF Form 332 work request input, DD Form 1354 real property transfer & disposal documentation; and annual fire inspections.
5.2.3Desired Attributes

a. Program-wide management of facility systems configuration ensuring architectural integrity. Performance measures that demonstrate efficiencies in the delivery of services.

b. Effective use of data to make informed decisions about the work to be performed, prioritization of the work, manning/skill requirements, etc.

c. Relevant, accurate architecture documentation.

d. Reliable, accurate, and responsive designs, schedules, and situation reports.

5.2.4 Constraints

a. Comply with the Unified Facilities Criteria (UFC).

b. Demarcation of facility systems and mission systems shall be designated by the government.

c. Traceability of Real Property and Installed Equipment (RPIE) and other property controlled items.

d. Salvage of high value metals; disposal / traceability documentation requirements.

e. IT (General Services) and Security Accreditation documentation requirements.

f. Formal implementation of change management procedures.

g. Coordinate with other IRES infrastructure projects and IRES facility maintenance / engineering activities. Trade Act Agreement (TAA) compliance with all procurements.

h. Government approval of all modifications and designs.

i. Facility data required to be updated in DoD Builder Sustainment Management System.

j. DoD mandated energy reductions of three percent per year through 2030.

k. Drawings are currently provided using MicroStation by Bently.

5.2.5 Workload Data

a. Engineering designs (electrical, mechanical, and architectural) for small facility upgrades/improvements developed/delivered approximately five times annually.

b. Freeze periods (periods during which configuration management and configuration control is of heighten interest) ranged between 200 and 230 days in calendar year 2014. Events activating a freeze included: 8 wargames, 12 exercises, 8 flight tests, and 12 ground tests.

5.3Facilities Operations and Maintenance
5.3.1Description

Facilities Operations and Maintenance (FOM) activities include corrective maintenance (break/fix) and preventive maintenance in order to keep spaces, structures and infrastructure in proper operating condition.

5.3.2Outcomes
5.3.2.1Reliable, available, and maintainable facility infrastructure systems. This includes the upkeep, maintenance, and repair of facility systems, RPIE, and facility components. Systems requiring FOM support include, but are not limited to:

Threshold: Notification of scheduled disruption of services provided to the COTR 14 calendar days prior to commencement of work.

5.3.2.2Facility and installed equipment maintained to manufacturer specifications or applicable industry standards; system/component warranties centrally managed.
5.3.2.3Corrective Maintenance (Critical Systems): Continuous situational awareness to anticipate infrastructure problems and react to prevent or minimize mission degradation to ensure availability of all mission equipment for critical operations.

a. Response: Critical systems required to maintain mission availability responded to within 15 minutes of notification and, within one hour, provide an estimated timeline associated with service restoral. Advise the Facility Manager (FM)/COR within one hour on estimated availability of mission critical equipment. Root cause identified and corrective actions taken or proposed within a response time designated by the government based on the criticality of the incident.

b. Repair activities initiated, conducted, and completed with minimal impact to MDIOC missions; document all break fix activities using a computerized maintenance management system (CMMS). Note: Maximo software is currently used to support this outcome for the MDIOC facility systems; the contractor is not constrained to using this tool.

c. System failures impacting MDIOC missions shall be immediately escalated to the government in accordance with contractor-developed escalation procedures.

d. A documented Situation Report (SITREP) describing the event, corrective action, and cause shall be provided within 24 hours of the reported outage. The COTR/ACOTR will provide guidance on necessity of a SITREP submission if questionable.

CDRL C015: Failure Analysis and Corrective Action Report (Assume 10 –to – 12 SITREPs annually) Threshold: Unscheduled downtime of critical facility systems does not impact mission capability.

Note 1:Unscheduled outages not within the control of the contractor will be validated by the COTR and appropriately adjudicated.
Note 2:Thresholds are based on availability for operations and are calculated as follows: Percentage of actual uptime (in hours) of equipment relative to the total numbers of planned uptime (in hours). Planned uptime = service hours – planned downtime. Planned downtime is downtime as scheduled for maintenance.

Threshold: No unscheduled or inadvertent critical mission capability failures as a result of operator or process error.

5.3.2.4 Corrective Maintenance (Non-Critical Systems):

a. Response: Routine degradations/failures responded to within 24 hours and, within 48 hours, provide an estimated timeline associated with service restoral.

b. Repair activities initiated, conducted, and completed with minimal impact to MDIOC missions; document all break fix activities using a computerized maintenance management system (CMMS). Note: Maximo software is currently used to support this outcome for the MDIOC facility systems; the contractor is not constrained to using this tool.

Threshold:Customer work order resolution coordinated, managed, and closed to FE&O Task Order customer satisfaction 95% of the time. Complaints of lower than satisfactory performance on the FE&O Task Order shall be validated by the COR/COTR.
5.3.2.5Preventive Maintenance: Ensure planned / scheduled maintenance on facility systems is properly executed to maximize stability and reliability. Maintenance plans, schedules, and performance expectations are well-documented and executed in an effective / efficient manner. System performance and maintenance trending analysis is continually used to adjust the maintenance program as required.

· Facility Systems Status: Provide daily facility status data on facility systems operating condition (to include 50SW Power Plant availability for situational awareness).

Threshold:Completion and non-deferral of 90% of planned PM activities.
Threshold:Total time to execute PM activities is not greater than 110% of industry standard performance parameters.

5.3.2.6Efficient, cost effective FOM services necessary to maintain a safe, secure operating environment. These services include, but are not limited to:

5.3.2.6.3Facility architectural repair/painting and corrosion control.
5.3.2.6.4Equipment Maintenance (i.e. drinking fountains, cafeteria equipment, gym equipment, metal detectors, x-ray machines). Maintenance includes consideration of best value when procurement or lease options are available.
5.3.2.6.5Grease Trap Pumping / Cleaning (4,300 gallon, three (3) chambered tank with four (4) access points).
5.3.2.7Employee moves accomplished within 24 hours for high priority and within five calendar days for routine.
5.3.2.8Workstation furniture installation/reconfiguration accomplished in accordance with negotiated / agreed to schedule.
5.3.2.9Secure access/locking system repairs accomplished to ensure security of property and/or information.
5.3.2.10Accurate quarterly data supporting tenant cost reporting requirements. Collect tenant cost reimbursement data for all services provided to JFCC-IMD and OTA.

5.3.3 Desired Attributes

a. 99.9999% availability of critical mission electrical technical power capability.

b. 99.99% availability of critical mission mechanical systems and non-technical electrical technical power capability.

c. Performance measures that demonstrate improved product and services.

d. No unplanned failures impacting BMDS operations/tests; facility infrastructure systems must be maintained in accordance with standards set by local, state, and federal laws.

e. Agile, integrated, and effective processes that provide the flexibility to quickly adapt to numerous, simultaneous, often competing requirements in a dynamic development, test, and operational environment.

f. Trained/certified technicians available for troubleshooting MDIOC infrastructure failures.

g. All break/fix and preventative maintenance actions logged in a centrally managed computer maintenance management system (CMMS).

h. Incident response/escalation process part of program-level plan that is documented and deployed.

i. Reliable, accurate, and responsive situation reports.

5.3.4 Constraints

a. Access to controlled areas may inhibit ability to complete preventive maintenance and break fix actions in a timely manner. Controlled areas may impact ability to respond to and begin assess/ fix critical and non – critical systems.

b. Demarcation of facility system responsibilities are outlined in the system descriptions developed and maintained by Facility Engineering.

c. Utility provisioning depends on successful communication, coordination, and services provided by Schriever AFB, CO. The 50th Space Wing provides grounds maintenance, refuse collection and disposal, safety, snow removal, and utilities. The demarcation is established within the 50th Space Wing – MDA Host Tenant Support Agreement.

5.3.5 Workload Data

a. Planned/unplanned corrective maintenance (break/fix) actions: ~150 per month

b. Preventive and condition-based maintenance actions: ~1,100 per month

c. Type systems to be maintained are identified in the System Description Documents (refer to section 9.0 of this SOO).

d. Equipment, components, and spares to be maintained are provided at Enclosures 2, 3, 4 and 5.

e. Continuous situational awareness and on-site technician response to critical facility infrastructure failures.

f. Freeze periods (periods during which configuration management and configuration control is of heighten interest) ranged between 200 and 230 days in calendar year 2014. Events activating a freeze included: 8 wargames, 12 exercises, 8 flight tests, and 12 ground tests.

6.0 Deliverables

The point of delivery for all CDRL products, except the IPMR, is the MDA E-CaRT system. The Contractor shall deliver all such products by saving and profiling them in E-CaRT, with the appropriate notification of delivery letter transmitted electronically to the Government’s Data Management Office. The point of delivery for the IPMR is the DCARC Earned value Central Repository. Reference Exhibit C for specific CDRL delivery instructions.
