Task Performance Work Statement (TPWS) Cybersecurity Assessments

Task Reference: TPWS 5 – Cybersecurity Assessments Type: Firm-Fixed Price

Introduction and Overview The Enterprise Services Center (ESC) is a Federal Shared Service Provider (FSSP) committed to helping customers receive quality products and services in an effort to accomplish their mission objectives.

The ESC Cybersecurity Shared Services Center is a Department of Homeland Security (DHS), Cybersecurity & Infrastructure Security Agency (CISA) designated FSSP for risk management, providing independent and operational security services to assist clients with achieving Federal Information Security Management Act (FISMA) compliance. The ESC Cybersecurity FSSP is also a ISO 9001 and 17020 certified organization. Other services ESC provides to Federal customers include: security, re-authorizations, continuous monitoring assessments, contingency/disaster recovery planning, comprehensive system vulnerability scanning and Information Systems Security Officer (ISSO) services.

The Cybersecurity Assessment Services Group provides independent Cybersecurity Assessments and annual Continuous Monitoring Assessments to Federal agencies.

Background This task must provide personnel to perform cybersecurity assessments and related services for the Cybersecurity Assessment Services Group. The ESC Cybersecurity Assessment Services Group’s work products and processes leverage International Organization for Standardization (ISO 9001:2015 and 17020:2012, or current version) formats, with major processes optimized utilizing Lean Six Sigma principles.

Description of Work Cybersecurity Assessment Services Group

Tasks that Require Security Assessor Support:

The contractor must support Federal cybersecurity assessments using ESC standardized processes, reports and assessment tools. An ESC Assessment Team typically consists of a Federal Project Lead and one or more Contract Assessors that evaluate and test in-scope security controls. ESC expects that Contract Assessor support will be provided for project assignments up to the selected performance Tier.

Assessments must be performed using the guidance available for each Federal agency and within the timelines established in contractual agreements between ESC and the customer.

The government will convey, typically 3+ months in advance, the contract assistance needed on future assessment projects. The Contractor shall provide their Assessor assignments (i.e., names) minimally thirty (30) days in advance of a Project’s Kick- Off so the Government can perform project setup work. Contract Assessor support will be specifically for security control testing, not Reports generation. Reports are generated by the Federal Project Lead. Any deficiencies on contract deliverables noted during the Reports generation will be passed back to the support Contract Assessor for immediate resolution. The government will annotate on scheduling documentation (e.g., Scheduling Dashboard) the specific assistance required. This contract assistance will be identified in whole week intervals.

The contractor must be available to work on their assigned assessment project throughout the assessment Testing. In addition, contract support is expected to perform any re-work identified during the Peer, Clerical, Agency Subject Matter Expert (SME) and Test Director Review phases. Contract deliverables are graded at the Test Director Review phase.

Contract Assessors must have an Associate’s Degree (or higher) in an information technology related field or equivalent experience in the information technology/cybersecurity fields. Contract Assessors must have proficiency in the use of Microsoft Word, Excel, email and have the appropriate interpersonal skills and English (oral/written/typing) communication skills necessary to interact with Federal employees within the FAA and POC’s in other Federal agencies.

Contractors must be U.S. Citizens.

Performance Outcome(s)/Deliverable(s)

5.1 Cybersecurity Assessment Services Outcomes/Tasks:

Outcome No. 1: Assessor Support on Cybersecurity Assessment Projects

5.1.1 Control Testing and Documentation of Assessment Results.

All assigned security controls must be assessed and the results documented in the ESC assessment tool within established timelines.

• Assessment Process Job Guide (50680)

• Contract Assessors must apply NIST, FIPS, and Agency specific policies, procedures, and guidance to the evaluation process and create system-specific, actionable findings and recommendations as appropriate.

• Contract Assessors must attend all project-related meetings at the Federal Project Lead’s invitation.

• Contract Assessors must report their testing progress to the Federal Project Lead at a minimum of weekly immediately prior to their departure for the weekend at the end of the business week.

Deliverables:

• Control test results documented in ESC’s assessment tool.

5.1.7 Tiers: Assessor Support on Cybersecurity Assessment Projects ( 5.1.1) Tiered Services represent the number of concurrent assessment projects for which Contract Assessor support is requested (e.g., some smaller-scoped projects may not require Contract Assessor support).

• Tier 1: Zero (0) concurrent project assignments

• Tier 2: Up to 6 concurrent project assignments

• Tier 3: Up to 8 concurrent project assignments

• Tier 4: Up to 10 concurrent project assignments

• Tier 5: Up to 18 concurrent project assignments

• Tier 6: Up to 22 concurrent project assignments

• Tier 7: Up to 26 concurrent project assignments

• Tier 8: Up to 30 concurrent project assignments

• Tier 9: Up to 34 concurrent project assignments

• Tier 10: Up to 38 concurrent project assignments

• Add-on (Small): +1 additional concurrent project assignments

• Add-on (Large): +3 additional concurrent project assignments

Project Concurrency example:

Sunday Monday Tuesday Wednesday Thursday Friday Saturday

Assessor 1 Project X

Assessor 2 Project X

Assessor 3 Project Y

Assessor 4 Project Z

In this example, three (3) distinct system projects have control testing occurring during this week. The government has requested Contract Assessor assistance on all three (3) of these projects; however, one of the projects requires two (2) Contract Assessors while the others require only a single Contract Assessor. In total for this example, four (4) concurrent project assessments are present.

The government will request support on a specified number of projects, up to the selected Performance Tier. The contractor will assign their personnel to specific projects, notifying the government of those assignments to facilitate Federal Project Leads integrating the Contract Assessor into project correspondence with ESC’s customers.
