About this file

This document constitutes the Specifications and Construction Documents for the Veterans Point Trail Rehabilitation project, a GAOA (Great American Outdoors Act) funded initiative by the U.S. Department of Agriculture Forest Service at the Black Hills National Forest in South Dakota. The project addresses deterioration of an asphalt trail constructed in 1992 that extends approximately 2,959 feet from the parking area to Pactola Reservoir, providing access to fishing piers and viewpoints.

The scope of work includes: crack routing, cleaning, and sealing of approximately 628 linear feet of cracks on the main trail; application of emulsified asphalt seal coat to 1,520 square yards; reconstruction of 328 square yards of asphalt trail sections; removal and replacement of 295 square feet of timber retaining walls with 890 square feet of segmental concrete block retaining walls; installation of 7.2 cubic yards of gabion basket reinforcement; repair and maintenance of steel pipe railings; and installation of temporary erosion and sediment controls. Optional bid items include similar work on a 1,014-foot lakeshore loop trail extension. The project requires compliance with South Dakota Department of Transportation standards for asphalt work, ASTM specifications for materials, and NCMA standards for retaining wall installation. Work is scheduled to commence March 1, 2026, and must be completed before May 20, 2027. Contractors must provide mobilization, erosion control, site clearing, equipment, labor, and materials necessary for project completion, with specific qualifications required for retaining wall installers (NCMA certification) and welders (AWS compliance). The site is located at coordinates 44°4'55.88"N, 103°29'37.09"W near Pactola Reservoir, with limited utilities; water and electrical service are not available at the site.

GAOA PROJECT GENERAL REQUIREMENTS

VETERANS POINT TRAIL REHABILITATION

SECTION 010150

GENERAL REQUIREMENTS

PART 1 – SUMMARY OF WORK

1.1 DESCRIPTION

A. The intent of the Contract is to provide for the construction and completion of the work described. The precise details of performing the work are not stipulated except as considered essential for the successful completion of the work. Furnish all labor, material, equipment, tools, transportation, and supplies necessary to complete the work according to the Contract.

B. The intent of this Section is to provide a general outline of the work required under this contract and identify special project conditions and/or requirements. It is not intended to provide detailed specifications for materials, labor, and workmanship. These are covered in other sections of these specifications.

C. Veterans Point Trail is an asphalt trail with metal railing and timber retaining walls that provides access from the parking area to fishing piers and viewpoints at Pactola Reservoir. The Trail was constructed in 1992. The Trail is approximately 2,959 feet long, with a descent of approximately 50 feet from the parking lot to the lowest point.

D. The asphalt trail is deteriorating, with severe oxidation, cracks, heaving, and undercutting in the asphalt. The retaining walls are leaning and no longer keep material off the Trail. This project will fill and seal the cracks, reconstruction select sections, stabilize eroding areas, and apply a seal coat to the asphalt. Timber retaining walls will be removed and reconstructed with segmental concrete block retaining walls.

E. The pipe railing is damaged in some areas. This project will also repair the damaged sections of railing and eliminate sections where the railing is not needed.

F. The Project will also construct reinforcement with gabion (wire rock baskets) to repair eroded sections at the trails edge and bridge abutments.

G. Existing timber retaining walls will be removed. New larger retaining walls will be constructed.

H. An overlook near water’s edge will be eliminated. Tables, benches, and pedestal fire grills will be removed (though new tables and benches are planned for the site as separate work).

I. The Trail descends from the parking lot to a bridge. The main trail crosses the bridge at station 11+15 and continues south to station 19+45. Work from the parking lot to Station 19+45 constitutes Base Work of this Project.

J. From the Bridge, a 1,014 ft loop provides access to an inlet. This Loop is referenced in this project as “lakeshore loop”. Work on this loop is OPTIONAL Bid Items and includes crack sealing, asphalt seal coat, and a 620 square feet of segmental retaining wall.
