Veterans Point Trail Rehabilitation – GAOA Project Specifications and Construction Documents
This file contains specifications and construction documents for the Veterans Point Trail Rehabilitation Project, a Grants and Other Assistance (GAOA) project managed by the U.S. Department of Agriculture Forest Service at the Black Hills National Forest in Pennington County, South Dakota. The project involves comprehensive rehabilitation of a 2,959-foot asphalt trail with metal railing and timber retaining walls that provides access from a parking area to fishing piers and viewpoints at Pactola Reservoir. The trail, originally constructed in 1992, requires remediation due to severe asphalt deterioration including oxidation, cracks, heaving, and undercutting, as well as structural issues with leaning timber retaining walls. The work schedule requires completion between approximately March 1, 2026, and May 20, 2027, with contractors permitted to work seven days per week during daylight hours.
The Base Work scope includes asphalt trail reconstruction (328 square yards), crack routing, cleaning and sealing (628 linear feet), seal coat application (1,520 square yards), removal and replacement of timber retaining walls (295 square feet), installation of concrete segmental retaining walls (890 square feet), gabion basket wall construction (7.2 cubic yards), and steel railing system maintenance (approximately 125 linear feet removal, 32 linear feet installation, 90 linear feet repair, and 3,120 linear feet painting). Optional Bid Items include similar work on a 1,014-foot lakeshore loop section and additional segmental retaining wall installation (620 square feet). Key material specifications include hot-mix asphalt per ASTM standards, emulsified asphalt seal coat at 0.11 to 0.13 gallons per square yard, segmental concrete retaining wall units (Versa-Lok system, 16" width x 6" height), gabion baskets with hot-dipped galvanized wire per ASTM A641, and steel pipe railing (ASTM A53/A53M) painted Tudor Brown. All work must comply with environmental protection requirements including temporary erosion and sedimentation controls to protect Pactola Reservoir, the primary drinking water source for Rapid City, South Dakota. The contractor bears responsibility for site mobilization, waste disposal at licensed landfills, restoration of disturbed areas, utility locating, temporary facilities, and final site cleanup.

SECTION 010150
GENERAL REQUIREMENTS
PART 1 – SUMMARY OF WORK
1.1 DESCRIPTION
A. The intent of the Contract is to provide for the construction and completion of the work described. The precise details of performing the work are not stipulated except as considered essential for the successful completion of the work. Furnish all labor, material, equipment, tools, transportation, and supplies necessary to complete the work according to the Contract.
B. The intent of this Section is to provide a general outline of the work required under this contract and identify special project conditions and/or requirements. It is not intended to provide detailed specifications for materials, labor, and workmanship. These are covered in other sections of these specifications.
C. Veterans Point Trail is an asphalt trail with metal railing and timber retaining walls that provides access from the parking area to fishing piers and viewpoints at Pactola Reservoir. The Trail was constructed in 1992. The Trail is approximately 2,959 feet long, with a descent of approximately 50 feet from the parking lot to the lowest point.
D. The asphalt trail is deteriorating, with severe oxidation, cracks, heaving, and undercutting in the asphalt. The retaining walls are leaning and no longer keep material off the Trail. This project will fill and seal the cracks, reconstruction select sections, stabilize eroding areas, and apply a seal coat to the asphalt. Timber retaining walls will be removed and reconstructed with segmental concrete block retaining walls.
E. The pipe railing is damaged in some areas. This project will also repair the damaged sections of railing and eliminate sections where the railing is not needed.
F. The Project will also construct reinforcement with gabion (wire rock baskets) to repair eroded sections at the trails edge and bridge abutments.
G. Existing timber retaining walls will be removed. New larger retaining walls will be constructed.
H. An overlook near water’s edge will be eliminated. Tables, benches, and pedestal fire grills will be removed (though new tables and benches are planned for the site as separate work).
I. The Trail descends from the parking lot to a bridge. The main trail crosses the bridge at station 11+15 and continues south to station 19+45. Work from the parking lot to Station 19+45 constitutes Base Work of this Project.
J. From the Bridge, a 1,014 ft loop provides access to an inlet. This Loop is referenced in this project as “lakeshore loop”. Work on this loop is OPTIONAL Bid Items and includes crack sealing, asphalt seal coat, and a 620 square feet of segmental retaining wall.
