About this file
This is an Amendment to a federal solicitation for the Veterans Point Trail Rehabilitation Project located in the Black Hills National Forest, Pennington County, South Dakota. Amendment Three (0003/A0003) to Solicitation Number 1240LT26Q0015 provides three key modifications: an additional site visit scheduled for February 25, 2026, at 1:00 p.m. Mountain Time at coordinates 44°04'56.2"N 103°29'36.9"W (1.6 miles south on US385 from the junction of US385 and SD44 to Custer Gulch Road); an extended deadline for questions to March 3, 2026, at 10:00 a.m. Mountain Time; and an extended deadline for quote submissions to March 24, 2026, at 10:00 a.m. Mountain Time. Prospective contractors must schedule pre-bid site visits by contacting the Contracting Officer Representative (COR), Richard Zacher, at Richard.zacher@usda.gov or (605)440-3471 no later than noon Mountain Time on February 24, 2026. All other terms and conditions of the original solicitation remain unchanged.
The amendment also includes a Questions and Answers section addressing five key contractor inquiries regarding detailed quantity takeoffs for segmental retaining walls and asphalt rehabilitation, approved equipment access routes, public trail access during construction, designated staging and material storage areas, and working hours or seasonal restrictions. Answers reference specific sections of the Final Drawings (sheet 2 of 7 and sheet 5 of 7) and Final Specifications (Attachment 4), indicating that equipment access is limited to the existing trail and the path to the parking lot, equipment cannot cross the existing pedestrian wooden bridge, and contractors should reference the General Requirements sections for staging area, public protection, and schedule information.
