STATEMENT OF WORK
OP# 1020558
Clean/Repair/Paint Exterior Water Tower 2 (Bldg. 90335)
18 June 2020
1.0 WORK INCLUDED
A. The contractor shall furnish all labor, materials, tools, supervision and equipment, and perform all operations necessary to accomplish all work, complete in place, as specified within this Statement of Work (SOW) for OP 1020558, Master SOW and Master Specifications. It is imperative that all down time on the water tower be kept to a minimum. Refer to Master Specifications for utility outages. Schedule any service interruptions with the 1st Special Operations Civil Engineer Squadron (1 SOCES) Inspector or Contracting Officer. All repairs and maintenance work shall be completed in accordance with American Water Works Association (AWWA) Standard D100 and D102, which is available from https://www.awwa.org/.
B. Per Florida statute Department of Environmental Protection (DEP) 62-555.350, the interior of water towers “shall be cleaned at least once every five years to remove biogrowths, calcium or iron/manganese deposits, and sludge from inside the tanks;
and shall be inspected for structural and coating integrity at least once every five years by personnel under the responsible charge of a professional engineer licensed in Florida”. Water Tower 2 Inspection Report, dated 29 August 2019, is included with this requirement. The inspection report includes written findings, recommendations, and colored photographs.

1.1 Bldg. 90335, Tower #2, 250,000 Gallon Elevated Water Storage Tank.
A. Washout and disinfect tower IAW AWWA C652-92.

B. Two consecutive negative BacT’s must be obtained from finished water tower.
1.1.2 Repairs (Bldg. 90335, Tower #2, 250,000 Gallon Elevated Water Storage Tank)
Replace multiple corroded upper riser and windage rods. Replace interior ladder or at minimum replace upper section. Reattach or replace obstruction lighting on top of tank.
Properly cover cathodic protection system opening on roof of tank to prevent entrance of rainwater and insects. Clean overflow screen opening and replace interior screen. All findings and photos are included in Tower 2 Inspection Report dated 29 Aug 2019.
1.1.3 Exterior Paint (Bldg. 90335, Tower #2, 250,000 Gallon Elevated Water Storage Tank)
All exterior surfaces including the dome, bowl, shell walls, balcony, riser columns, and ladders, venting, pipes and other appurtenances and component parts shall be painted.
The contractor shall remove failed paint and corrosion from the metal surfaces of the water tower and prime prior to applying protective coatings.
1.2 LOCATION
The site of the work is Hurlburt Field, FL. See drawing for tank location on the Base.
1.3 HOURS OF WORK
The Contractor shall submit a complete and detailed work schedule to the Contracting Officer for review and approval one week prior to the start of this project. The work schedule shall state beginning and ending date for the water tower work to be performed. The contractor may elect to work hours other than normal duty hours if approved by the Contracting Officer. Any work to be performed at times other than normal working hours shall be scheduled in writing 72 hours in advance to permit a government inspector to be present on the job. The normal hours of a workday shall be between 7:00 A.M. and 4:00 P.M., Monday through Friday, except federal holidays and observed installation down days.
1.4 CLEANUP AND DISPOSAL
The contractor shall pick up and remove all debris, secure all tools and material at jobsite on a daily basis. The contractor shall be responsible for disposing of all scrap materials and debris generated as a result of their work at a legally approved off base dumpsite. If the contractor finds it necessary, the contractor shall provide a jobsite construction dumpster at the contractor’s own expense to include having the dumpster emptied at a legally approved dumpsite off- base. The dumpster can be used discard anything except hazardous waste, Defense Reutilization and Marketing Office (DRMO), or recyclable items.
1.5 STORMWATER MANAGEMENT
The contractor shall use proper control and management techniques to ensure storm water criteria are met in accordance with Federal, State and local storm water regulations. Best management practices should be used during and after construction to limit water pollutants.
1.6 STORAGE AREA
The contractor shall use their own storage container at the jobsite, if needed. It is the contractor’s responsibility to move the container from site to site at no cost to the government. The contractor shall ensure the container’s appearance is kept in neat order with no clutter around the containers surrounding area.
The contractor shall ensure all equipment, tools, and consumable materials will be securely stored in a predetermined location approved by contracting when not in use so that there is no interference with the movement or operation of military equipment. The government is not accountable for lost, stolen or damaged items due to contractor negligence.
1.7 SAFETY
A. The pertinent sections of the following publications are applicable to all work on this project:
1. U.S. Army Corps of Engineers: EM 385-1-1, Safety and Health Requirements
Manual.
2. Air Force Safety and Health Standard: AFR 127-12, Air Force Occupational Safety and Health Program and applicable standards.
1.8 QUALITY CONTROL
A. Faulty or below standard work as described in the specifications, codes, standards, and regulations shall be re-accomplished at the contractor’s expense.
1.9 INSPECTION
A. The contractor shall provide the Contracting Officer with before and after color photographs of all work completed. The photographs shall be provided on 1 CD and properly labelled with Water Tower number and a description of the image shown before commencement of work and upon completion of the work.
B. Personnel of the 1SOCES/CEOES and 1SOCES/CEOIU will serve as the Authorized Government Representatives for the Contracting office. 1 SOCES/CEOES will serve as the Inspector and 1SOCES/CEOIU will serve as an onsite technical representative assisting the Inspector in the inspection and evaluation of the work and craftsmanship.
The 1 SOCES/CEOES will provide support to the contractor’s project manager throughout the project. The contractor shall notify the Inspector and CEOIU no later than (NLT) 24 hours prior to beginning any of the described site work to ensure the water tower can be taken off line to perform the necessary work.
C. The Inspector will make recommendations to the Contracting Officer regarding the acceptability or rejection of the work. The Contracting Officer has final authority for acceptance or rejection of work accomplished under this contract.
1.10 FIELD VERIFICATION
Contractor is responsible for making and recording all necessary field measurements for completion of this work.
1.11 APPLICABLE PUBLICATIONS/REGULATIONS
Publications referred to in the specifications may include reference dates that do not reflect the current status of the publication. Unless otherwise stated in the specifications (this will be accomplished by stating, “Compliance is required with this publication versus any future versions”) the current publication is the applicable publication. Where the specification further refers to deviations from these publications, these deviations will be applied to the current publication.
1.12 OTHER RESPONSIBILITIES OF THE CONTRACTOR
A. All electrical wiring shall conform to the National Electric Code.
1.13 EXECUTION
A. The contractor shall schedule painting of the tank in such a manner as to have minimal impact on the customer’s mission.
B. The contractor shall notify the Contracting Officer and the Inspector of any problems encountered during work on site.
