This document is a Request for Proposal for a Training and Education Support Products and Services Indefinite Delivery, Indefinite Quantity contract issued by the Office of Personnel Management. The contractor shall provide proposed solutions and all aspects of analysis, design, development, implementation and evaluation for formal and informal learning instructional systems design and support services, simulator, live and virtual training, and organizational training and planning. Support will be required at government facilities and non-government facilities within the contiguous United States and outside the contiguous United States if approved. The period of performance is one five-year base ordering period with one five-year optional ordering period and one six-month optional ordering period. Proposals are due by May 20, 2022 and must be submitted via Microsoft Teams. The solicitation closing date for requests to join the Teams workspace is May 4, 2022. The questions closing date is also May 4, 2022. The contract will be a total small business set-aside. The Government expects to award to the offerors representing the highest technically rated offer with reasonable price.

Unsatisfactory Performance does not meet most contractual requirements and recovery is not likely in a timely manner. The contractual performance of the element or sub-element contains a serious problem(s) for which the Contractor's corrective actions appear or were ineffective.
