1.0 Purpose

The purpose of this Statement of Work (SOW) is to define the requirements, delivery, and set up for the replacement Commercial Off-the-Shelf (COTS) Virtual Paint Simulation (VPS) trainer and associated labs. Eight VPS trainers (one per location) will be procured and delivered to include all

COTS documentation to the following Center for Naval Aviation Technical Training (CNATT)

Learning Site locations: Norfolk, Whidbey Island, Atsugi, Lemoore, Oceana, North Island, Jacksonville, and New River.

2.0 Background

The five existing VPS trainers were built in 2014 (1st generation) with Virtual Reality (VR) technology. VPS eliminates hazardous emissions and waste, which provides both safety and environmental benefits. Other advantages to VPS include sustainable training and costs savings, including major reductions in training material expenses, reduced preparation, and clean-up times. Additionally, it reduces risks to trainers and trainees. The existing devices have reached end-of-life with recurring failures and hard to obtain sustainment parts.

The VPS provides a better and easier way to provide initial training in aircraft painting. It is where trainees are first introduced to aircraft painting which provides immediate results and precise feedback; repetitive practice to improve motor skills; refining and improving techniques of experienced painters; and range of training scenarios to suit different environments. The VPS syllabus provides increased training value to include ability for students to optimize set-up and spray techniques, improved film thickness consistency, improved transfer efficiencies, and reduced rework times and costs.

3.0 Scope

This SOW describes the tasks and product requirements for the replacement VPS systems that will be delivered to the CNATT Learning Sites.

3.1 Tasks

1. The contractor shall manufacture, deliver, and set-up eight VPS trainers (one per location) at the following CNATT Learning Site locations: Norfolk, Whidbey Island, Atsugi, Lemoore, Oceana, North Island, Jacksonville, and New River. The seven CONUS locations shall have stationary classroom units. The OCONUS (Atsugi) location shall have a mobile classroom unit.

2. The contractor shall deliver the following six labs as part of the VPS trainer: Standardized

Labs, Problem Solving, Paint Mixing Processes, Spray Gun Set-up, Spray Painting Quality

Assurance, and Surface Preparation.

3. The contractor shall identify and mitigate cost, schedule, and performance risks. Risk items shall remain action items until resolved or mitigated to a sufficiently low level. Identified risks will be discussed during IPT teleconferences. The contractor shall make their Risk Management Plan available for Government review.

4. The contractor shall organize, coordinate, and control all program activities to ensure compliance with the contract requirements and the timely delivery of the required product and services. The contractor shall provide the necessary engineering, materials, services, technical support, management and clerical support for the efforts described in this SOW. The contractor shall monitor the progress of all the work performed and costs incurred under this contract and report any risks or issues to the government’s Project Manager (PJM). The contractor shall prepare the Contractor’s Progress, Status, and Management Report (CPSMR) IAW CDRL (B001).

5. The contractor shall participate in a post contract award kick-off meeting within 10 days of contract award to review contract requirements and program schedule.

6. The contractor shall participate in a bi-weekly meeting/teleconference that will be established for this project consisting of Government and Contractor personnel. Purpose of the meeting/teleconference is to review, discuss all issues affecting the VPS program. The meeting/teleconference will identify and resolve potential problem areas related to the trainer.

The meeting/teleconference will ensure Configuration Management (CM) and Quality

Assurance (QA) elements fully support needs of this effort. The contractor shall make their CM and Quality plans available for Government Review. Meeting/teleconference schedules will be defined during the Post Award Conference (PAC) with the expectation that they be conducted on a bi-weekly basis.

7. The contractor shall participate in three In Process Reviews (IPRs) and two Technical

Interchange Meetings (TIMs) to be held once a month in conjunction with the bi-weekly meeting/teleconference.

8. The contractor shall deliver the Computer Product Software End Items and Associated Licenses

IAW the CDRL (A003)

3.2 VPS Trainer Requirements

Each VPS trainer shall allow the students to perform repetitions and sets and enable student proficiency in accordance with the Training Course Control Document for Aircraft Paint/Finish Course (C-600-3182A

Change 1) (Attachment 1) in the following lessons:

1. Spray Painting Techniques – demonstrate paint spraying techniques using the VPS trainer

2. Aircraft Primers – demonstrate applying first and second coat of paint with the VPS trainer

3. Aircraft Markings – apply two letters and a National Insignia on an 18” x 24” practice panel

4. Paint Touch-Up Procedures – demonstrate procedures for paint touch-up

5. Alternate Paint Methods used on Naval Aircraft – perform application of alternate paint methods used on naval aircraft

6. Aircraft Topcoats – apply two light wet coats of topcoat to 36” x 48” panel following proper painting techniques, apply four letters on a 36” x 48” panel following proper painting techniques, and apply a National Insignia on a 36” x 48” panel following proper painting techniques

Along with the requirements stated above, the VPS trainer shall be delivered with the features in the following subparagraphs.

3.2.1 VPS Hardware

The VPS trainer simulator operation shall include the following Commercial Off-The-Shelf (COTS) components:

1. VPCASE optimized for shipping, transport, and setup

2. High performance Virtual Reality headset with sound

3. Binks Mach 1 98-1141 model paint spray gun (without air compressor)

4. Computer, keyboard, and mouse (CONUS locations)

5. Minimum 75” flat panel display

6. Laptop (OCONUS location)

7. Actual Binks Mach 1 98-1141 spray gun model handle

3.2.2 Simulator Operation

The VPS trainer shall be operated in the following two modes:

1. Instructor led Training – Instructors will be in the room leading the training, not inside the VPS simulation. All malfunctions the instructor needs to input/clear shall be done from the VPS computer screen.

2. Self-directed Training – Individual student practice/training shall be available without instructor present.

3.2.3 Simulation Features

The VPS trainer simulation features shall include:

1. Realistic spray simulation

7. Spray Gun Simulation Setup (Flow Rate & Spray Pattern Size)

8. Coatings:

a) Design coatings to simulate actual products

b) Application of stacked coating systems

c) Accurate droplet particle tracing

3.2.4 Training Transfer Expectations

The VPS trainer training transfer expectations shall include:

3.2.5 VPS Trainer Lab Requirements

The VPS trainer lab requirements shall include:

1. Standardized Labs:

4. Quality assurance lab

5. Surface preparation lab

6. Problem solving lab

3.2.6 VPS Trainer Certification Requirements

The VPS trainer certification shall include:

1. Level 1 - Non-complex surface spray strategy

2. Level 2 - Non-complex Large Part spray strategy

3. Level 3 - Corner spray strategy

4. Level 4 - Moving part strategy

5. Level 5 - Complex part spray strategy

4.0 Test & Acceptance

1. The contractor shall plan, coordinate, establish, and implement a Test and Evaluation

(T&E) program to verify that the VPS trainer meets the technical and operational requirements as stated in this SOW.

2. The contractor shall participate in a First Article Test in-plant Integrated Test –C1 (IT-C1) verification as part of the IPR 3/TIM prior to shipment of the first device.

3. The contractor shall participate in an On-site Installation Verification (OSIV) after the delivery and installation of each device to ensure proper working condition of the VPS.

4. Tests shall be performed IAW the Government-accepted Test Procedure (TP) document

IAW CDRL (A001) and other Government-accepted test plans.

5. Test results shall be documented in the Test/Inspection Report IAW CDRL (A002).

5.0 Logistics

The Contractor will work with the NAVAIR program, PMA-205 A-School IPT, and CNATT end users at the sites specified, to clearly understand system requirements and acquisition plans. The OEM

COTS user manuals, maintenance and sustainment documentation will be sufficient for the proper use and upkeep of the VPS training device. The contractor will ensure that the technical documentation deliverables are inclusive of all documentation required to operate, repair, and update the device. All deliverables shall be consistent with the Government’s maintenance concept. The Contractor shall:

1. Hold a Logistic Guidance Conference (LGC) in conjunction with the PAC to review SOW and CDRL requirements and ensure that the Contractor understands all logistic support

requirements. Additionally, during the LGC the Contractor shall provide insight into their

Diminishing Manufacturing Sources and Material Shortages processes.

2. Provide Training System Sparing Product Data (TSSPD) for items assessed during the

Provisioning Item Selection Conference (PISC). The contractor will ensure that the TSSPD contains all initial spares required to maintain the training device in operational condition for one year. The TSSPD shall be prepared IAW the CDRL (C001).

3. The sustainment and supportability performance of the device will be achieved through the acquisition of a recommended spares hardware package transferred to CNATT.

4. Prepare a Bill of Materials for Logistics and Supply Chain Risk Management database to facilitate Government assessment of the design status, conduct logistics planning and analysis assessment of the design status, conduct logistics planning and analysis and influence programs decisions, and verify that the contractor performance meets system supportability requirements. The Bill of Materials will provide Diminishing Manufacturing

Sources and Material Shortages (DMSMS) management essential information that enables the identification, forecasting, mitigation, and management of Hardware and

Software obsolescence IAW the CDRL (C002).

5. Define, document, manage, and apply a process to create and organize the knowledge base necessary for the performance of Configuration Management to include hardware and software product configuration information. Prepare the Baseline Description

Document (BDD) IAW the CDRL (D001). Prepare and deliver a Configuration Audit Plan

IAW the CDRL (D002).

6. Assign the initial Item Unique Identification (IUID) to the training system and a separate

IUID for the TSSPD and record the IUID data into the Wide Area Workflow (WAWF) system per DFARS 252.211-7003.

7. Conduct a combined Physical Configuration Audit (PCA) Validation/Verification

(VAL/VER) at each training device site and prepare and deliver the Configuration Audit

Summary Report and Certification IAW the CDRL (D003) to document PCA results after all deficiencies have been corrected or adjudicated.

8. Develop and conduct Operator Training Course IAW the CDRL (F001) for each VPS training device Site to Government designated personnel on all functionalities of the system and software required to train Navy personnel.

9. Provide Contractor Logistics Support (CLS) phone support as defined by the Government to each VPS training device site for 12 months.

10. Provide a warranty for twelve (12) months after the installation/delivery of all hardware and software installed. The Contractor shall repair or replace any of the procured parts that fail prior to Government acceptance of the system. Obtain on behalf of the

Government, license rights from the COTS OEM for all COTS manuals marked with rights restrictions delivered to the Government under the contract. A statement from the COTS

OEM shall be affixed to the COTS data granting the licenses/rights to the Government to host on a Government system, reproduce, and distribute copies of any copyrighted data.

11. Provide the government with any vendor provided specific accessories or documentation to include user manuals, software manuals, and maintenance procedures (if any) as part of the HW delivered materials for each device site IAW CDRL

E001.

12. Reliability - Capable of supporting the simulation environment, permitting training operations for 46 continuous hours without any failure.

13. Operational Availability - Threshold: 95% for an 8-hour training day. Objective: 100%.

14. Provide a Mean-Time-Between-Failure no less than 400 hours.

15. Provide a Mean-Time-Between-Repair (MTTR) -Provide a system with a MTTR of no greater than 30 minutes for unscheduled on-site maintenance.

6.0 Cybersecurity

1. The contractor shall support, comply with, and meet the standards within the NAWC

Training Systems Domain Guide regarding Low Impact Group – A (LIG-A) systems.

2. The contractor shall document and provide the government with the Concept of

Operations (CONOPS), Hardware List, Software List, Diagram(s), Privacy Impact

Assessment (PIA), and RMF Categorization Form showing ‘NO’ DoD/DON data types.

Should the system not meet the qualifications to be considered LIG-A, then the system would need to be considered for full RMF accreditation and ATO. If such an event were to occur the contractor shall support and meet all requirements necessary for ATO approval. The contractor shall use the most up-to-date Windows Secure Host Baseline

(SHB). The contractor shall ensure that the SHB remains patched and up to date as outlined in the NAWC Training Systems Domain Guide. The contractor shall harden the baseline OS (operating System) IAW STIG Checklists using Evaluate-STIG.

3. Contractor personnel performing Enhanced Users /Privilege User level functions shall meet Cyber IT/Cybersecurity Workforce training and qualifications as required per

DFARS 252.239-7001, DODD 8140.01, and SECNAV M-5239.2. Upon request by the

Government, the contractor shall provide documentation supporting the Cybersecurity training and qualifications of personnel performing Cybersecurity functions. Contractor personnel who do not have proper training and qualifications shall be denied access to

DOD information systems/PIT systems for the purpose of performing Cybersecurity functions.

4. The contractor shall ensure that an approved DoD product is utilized for Data at Rest

(DAR) that is stored on mobile computing devices such as laptops and personal digital assistants (PDAs), or removable storage media. The cryptography shall be National

Institute of Standards and Technology (NIST) Federal Information Processing Standard

140-2 (FIPS 140-2) compliant, and a mechanism shall be established to ensure encrypted data can be recovered in the event the primary encryption system fails.

7.0 Documentation Deliverables
