About this file
This document is Attachment L, a Certification Regarding Federal Matters, which requires contractors to comply with various federal laws, regulations, and executive orders when potentially utilizing federal funding for goods and services under a contract. The certification covers a comprehensive range of federal compliance requirements, including equal employment opportunity, anti-kickback provisions, labor standards, environmental regulations, energy conservation, resource recovery, procurement standards, debarment and suspension rules, and lobbying restrictions.
The certification mandates that contractors verify they will not use federal funds to influence government officials, disclose any non-federal funds used for lobbying purposes, and ensure subcontractors and subawards at all tiers adhere to these same standards. Contractors must certify their compliance with these requirements, understanding that failure to do so could result in civil penalties ranging from $10,000 to $100,000 for each violation. The document provides a template for contractors to formally acknowledge and commit to these federal compliance obligations, with space for the contractor's name, authorized signature, printed name, and title.
