About this file

This document is an Attachment H - Certified Disadvantaged Business Outreach Plan related to a Request for Proposal (RFP) issued by the State of Oregon, acting through its Department of Administrative Services, Enterprise Goods and Services, Procurement Services, for office supplies under the NASPO ValuePoint Cooperative Purchasing Program. The plan requires proposers to describe the steps they will take to solicit certified minority-owned, woman-owned, service-disabled veteran-owned, and emerging small businesses (Certified Firms) for subcontracting opportunities if awarded a contract. Proposers must indicate if they are an Oregon certified firm, provide a list of Certified Firms and other minority/woman/veteran/small businesses they have contracted with in the last two years, and detail the subcontracting opportunities and estimated dollar values they foresee if awarded a contract. Proposers must also agree to report the identity and value of each subcontractor to the Oregon Certification Office for Business Inclusion and Diversity (COBID) if awarded a contract.

The related state and local contract opportunity is for the State of Oregon to establish one or more Master Agreements with qualified offerors to provide office supplies for all Participating States and Participating Entities, which include Marion County and the City of Salem.
