About this file

This document is a set of guidelines for providing advance payments to contractors under contract with the Inter-American Foundation (IAF). It outlines the legal authority and procedures for contractors to request and receive advance payments of up to 3 months' worth of funds, which must be accounted for and any remaining balance deducted from the final invoice. Allowable expenses for the advance payments are limited to travel, workshops, conferences, and monitoring visits related to contract execution. The guidelines reference an attached advance payment request form and provide instructions for submitting the form and managing the advance payments.

The related federal contract opportunity is a solicitation from the Department of the Treasury Bureau of the Fiscal Service, on behalf of the IAF, seeking applications from qualified citizens living in Colombia to provide in-country program development, management, monitoring, evaluation, and learning services under an Indefinite Delivery, Indefinite Quantity (IDIQ) Labor Hour Contract. The contract will have a 1-year base period and four 1-year option periods.

ANEXO B
