About this file

This is a Statement of Work (SOW) for formaldehyde procurement and quality assurance support to the USDA's New World Screwworm (NWS) Sterile Fly Production Facility in Edinburg, Texas. The contractor shall supply 40% formaldehyde in 28 kg tanks to support larval diet production processes, with the primary objective of controlling microbial growth and maintaining low probability of fungi and bacteria emergence. The product must meet specific physicochemical requirements including a pH range of 3.0-5.0 and methyl alcohol content between 5%-10%. The contractor is responsible for providing Safety Data Sheets or product data sheets upon request or when formulation changes occur, and a Certificate of Analysis for each delivered batch verifying compliance with specifications. All packaging must include brand, production location, batch number, expiration date, weight, and pictogram labeling, with appropriate preservation measures to prevent spillage or sun exposure during shipment.

The SOW designates this procurement under the Defense Priorities and Allocations System (DPAS) regulation with "DX-H8" priority rating authority for all industrial resources needed for the NWS facility construction and operation. Deliverables include monthly delivery coordination and reporting, with the contractor providing qualified personnel for quality assurance, logistics, and regulatory compliance. No travel is anticipated, no specific security requirements apply beyond standard facility safety and chemical handling procedures, and all data and documentation produced shall be provided to the Government with unlimited rights. The Government furnishes no materials under this effort.
