About this file

This is a Statement of Work (SOW) for the procurement of corn cob flour excipient material to support larval diet production at the USDA's New World Screwworm (NWS) Sterile Fly Production Facility in Edinburg, Texas. The contractor must supply Readycob 20/40 or an equivalent product as a firm-fixed-price supply, with delivery dates to be established during calendar year 2026 via written government request. The procurement is issued under Defense Priorities and Allocations System (DPAS) priority rating authority.

The corn cob flour must meet precise physical and chemical specifications, including particle size distribution of 20-40 US Mesh (94% minimum), equilibrium moisture of approximately 13.7%, density between 250-415 kg/m³, and defined composition levels for cellulose (35.7%), hemicellulose (37.0%), lignin (5.4%), and ash (1.6%). Product must be supplied in sealed, labeled bags with manufacturer identification, lot number, and manufacturing date, palletized and shrink-wrapped to prevent moisture intrusion. The contractor must submit a Certificate of Analysis for each lot prior to shipment, along with a Technical Data Sheet and applicable Safety Data Sheets. A primary point of contact is required for contract performance, quality coordination, and delivery coordination. No travel, government-furnished equipment, or security requirements apply. All data and documentation produced shall be provided to the government with unlimited rights.

The contractor shall provide a firm-fixed-price supply of product meeting all physical, technical, packaging, and documentation requirements described herein.

2.0 Background

The United States Department of Agriculture (USDA) requires a consistent and high-quality supply of processed corn cob excipient material to support biological operations related to larval production. Past operations have demonstrated that product consistency, particle size uniformity, and strict quality controls are critical to mission success.

This procurement establishes standardized specifications and acceptance criteria to ensure continuity of operations.

This procurement has been issued priority rating authority under the Defense Priorities and Allocations System (DPAS) regulation (15 C.F.R. part 700) for contracts and orders supporting the New World Screwworm (NWS) Sterile Fly Production Facility.
