About this file

This is a Statement of Work (SOW) for the procurement of Kappa carrageenan-based hydrocolloid ingredient, specifically Ricogel 84332B or an equivalent product, to support larval diet production at the USDA's New World Screwworm (NWS) Sterile Fly Production Facility in Edinburg, Texas. The contractor shall provide a firm-fixed-price supply of product that meets specified physical, chemical, biological, packaging, and documentation requirements. The product must be soluble at 180 degrees Fahrenheit and maintain a two-year shelf life. Bacteriological specifications include an aerobic plate count not to exceed 1,000 cfu/g, combined yeast and mold count not to exceed 500/g, and E. coli presence requirements, though the document provided does not include the complete E. coli specification.

This procurement has been issued priority rating authority under the Defense Priorities and Allocations System (DPAS) regulation and is authorized to use the "DX-H8" priority rating on contracts and orders for all industrial resources needed for the construction and operation of the NWS Sterile Fly Facility. The SOW establishes standardized specifications and acceptance criteria to ensure consistency and biological performance, which have been identified as critical to mission success based on past operations. The document references broader RFI efforts for establishing multiple award, nationwide, Firm-Fixed-Price Blanket Purchase Agreements (BPAs) for New World Screwworm diet components, though specific response dates, award dates, and other contractual terms are not detailed in this SOW excerpt.

Project Kappa Carrageenan-Based Brine Component General Information

1.0 Scope of Work

This Statement of Work (SOW) defines the requirements for the procurement, quality assurance, sampling, delivery, and acceptance of Kappa carrageenan-based hydrocolloid ingredient Ricogel 84332B, or equal, for use in larval diet production. The contractor shall provide a firm-fixed-price supply of product meeting all physical, chemical, biological, packaging, and documentation requirements described herein.

2.0 Background

The United States Department of Agriculture (USDA) requires a consistent and high-quality supply of Kappa carrageenan-based hydrocolloid to support biological operations related to larval production. Past operations have demonstrated that product consistency, biological performance, and strict quality controls are critical to mission success. This procurement establishes standardized specifications and acceptance criteria to ensure continuity of operations.

This procurement has been issued priority rating authority under the Defense Priorities and Allocations System (DPAS) regulation (15 C.F.R. part 700) for contracts and orders for the construction and operation of the New World Screwworm (NWS) Sterile Fly Production Facility, and is authorized to use the “DX-H8” priority rating on its contracts and orders for all industrial resources needed for the construction and operation of the NWS Sterile Fly Facility, including facility construction and construction materials, production and construction equipment as defined in the DPAS regulation, and items to be used for the manufacturing of production equipment.
