About this file

This is a Statement of Work (SOW) for the procurement of cellulosic-based fiber for larval diet production in support of the USDA's New World Screwworm (NWS) Sterile Fly Production Facility in Edinburg, Texas. The contractor shall supply CF-100 Cellulosic Based Fiber, or an equal product, manufactured from 100% Grade #9 Over-Issue Newsprint that meets strict physical, chemical, biological, packaging, and contamination standards required for larval diet formulation. The procurement is structured as a firm-fixed-price supply contract with delivery dates to be established during calendar year 2026 by written government request, with the requirement that all product be less than two months old at the time of delivery.

The contractor must provide the cellulosic fiber along with a Certificate of Analysis for each batch and supporting Technical Data Sheet and Quality Control documentation. No government-furnished equipment, data, or facilities are required, and no travel is necessary. A primary point of contact must be designated for quality coordination, documentation, and delivery coordination. This procurement has been issued Defense Priorities and Allocations System (DPAS) priority rating authority under 15 C.F.R. part 700 with a "DX-H8" priority rating, authorizing the use of priority for all industrial resources needed for the facility's construction and operation.
