OVERVIEW

VA is undergoing a change from CPRS to a Cerner Electronic Health Record (EHR) platform. The new EHR will help VA to provide safe care for veterans, while also helping find and respond to information more quickly and accurately, freeing up time and energy to do things such as talk with patients more, think about medical decisions, and double-check work before administering or performing a treatment or procedure.

This project will renovate the Telephone Room (Building - 1 Room 96 and Bldg. 4 OIT) for server deployment; renovate IT closets as indicated to include room modifications; HVAC cooling and controls;

patch panel upgrades; provide cabling upgrades to CAT 6A; provide additional power and data drops for end user deployment equipment; provide power upgrades to IT closets and Telephone Room on the VAMC VA campus per VA design guides and applicable standards and codes - to support new Cerner

CONTRACT DOCUMENTS DECEMBER 23, 2022

CB DESIGN GROUP, INC. 1-10 Big Spring, TX

General:

All new temperature and humidity sensors, and HVAC systems in scope of work, shall be monitored by the existing Metasys Building Automation System (BAS) over BACnet/IP. Telecom Rooms (TRs) will be maintained at 41-95 deg F and 8-80% RH at equipment inlet. In MCR temperature at rack inlet will be kept at a maximum of 72-80.6 deg F and 30-60% RH.

Building 1 (TRs):

The new telecom rooms (TRs) will be provided with dedicated, wall mounted, chilled water fan coil units (FCUs) sized to meet the active IT load. There are two TRs per floor from floors 1 through 5 and one on floor 6. Each TR has two racks. From the 65% comments, each IT rack requires 5 kW of cooling but in aggregate 5 kW of cooling is not required and 3.5 kW per rack, 7 kW total, is the design heat load in each TR that has 2 racks. The TR will be provided with 2 FCUs, each with a sensible cooling capacity of 12 MBH, and total cooling capacity of 13 MBH. The existing rooms that will be repurposed into TRs have steam, condensate, chilled water supply and return mains above the ceiling as well as supply, return, and exhaust mains that will not be practical to relocate or demolish. Drain pans will be provided above the racks and underneath piping that cannot be relocated and would cause damage to electrical / IT panels if a leak occurred. The drain pans will include a leak detection sensor wired to alarm BAS in case of water. Rack mounted temperature and humidity sensors will be provided on each rack. The sensors will monitor and report temperatures to campus BAS. During the site visit it was noted that the newly renovated TRs on the 4th floor use a similar approach to the existing overhead utilities.

Building 1 (Room 96 - Entrance Room):

This room contains equipment supporting the network service entrance to building. Legacy telephone IT equipment will be demolished. The (6) existing racks have an estimated load of 3.5 kW per rack for an existing load of 21 kW. The load added to the space includes (3) FDS cabinets at 3.5 kW each, and the FSA cabinet at 2.394 kW, for a total load of 12.894 kW. The final combined load at the end of construction will be 33,894 kW. The existing HVAC system in this room was installed in 2018 and is in good working condition. The system includes (2) 35 kW CRACs with supply air ducted above ceiling and supplied above racks. The CRAC systems in this space are adequate to remain based on their capacity and remaining useful life and will remain as they are. The overhead ductwork and diffusers will be demolished because they are installed in hard ceiling that is being demolished. New duct and diffusers will be provided in the space to better suit the open ceiling distribution. The racks will be rearranged in a hot aisle – cold aisle configuration, and the new air distribution has been designed to maximize cooling efficiency given the existing systems.

Building 1 (Room 98):

The existing HVAC in this space is provided by two 8.5 ton, Packaged Rooftop Units (RTUs) and one fan coil unit. The supply air from the RTUs is ducted using flex duct in a room with no ceiling and the unit t-stats are mounted on the existing racks. All diffusers and flex duct will be demolished. The existing RTUs will remain. The existing fan coil unit will be demolished along with its condensing unit located on the roof. The existing racks will be re-arranged to optimize cooling given the existing space and equipment. The existing RTUs have a total cooling capacity of 8.5 ton (102 MBH) each. The RTU sensible capacity is estimated to be roughly 72 MBH. The existing sensible load in the space is estimated to be 21 kW (71.7 MBH). This comes from the 6 existing racks at 3,500 W each. During construction, a new fiber optics rack will be added for an additional 5 kW sensible load. The sensible load after construction will amount to 93.3 MBH. This total includes the existing load and envelope loads. A structure suspended split system will be added to provide any short fall in capacity due to the additional rack. When any one of the three units is down for maintenance, or out of service, the

CONTRACT DOCUMENTS DECEMBER 23, 2022

CB DESIGN GROUP, INC. 1-11 Big Spring, TX remaining units will be able to satisfy the maximum load, thus providing N+1 redundancy for the space.

Buildings 2, 7, 8, & 17 (TRs):

The new TR will be provided with a dedicated, structure suspended, DX fan coil unit. The condensing unit will be located on the roof. Condensate discharge will be routed to nearby lavatory/sink tailpiece or discharged to janitor’s sink. The TR will have one rack estimated at 5 kW (17.1 MBH) and the FCU will be sized to provide 18.5 MBH sensible cooling and 23.7 MBH total cooling. The FCU condensing unit will have an inverter driven compressor that will allow it to operate efficiently at part loads down to 14% capacity. Rack mounted temperature and humidity sensors will be provided on each rack.

The sensors will monitor and report temperatures to campus BAS.

Building 18 (TRs):

The new TR will be provided with two dedicated, wall mounted, DX mini split fan coil units. The condensing units will be located on the roof. Condensate discharge will be routed to nearby janitor’s sink. The TR will have two racks, and the FCUs will be sized to provide 11.7 MBH sensible cooling and 14.2 MBH total cooling. The FCU condensing unit will have an inverter driven compressor that will allow it to operate efficiently at part loads down to 14% capacity. Rack mounted temperature and humidity sensors will be provided on each rack. The sensors will monitor and report temperatures to campus BAS.

Building 4 (Room 105A - MCR):

Room 105A has existing telecom racks and is served by two CRACs that are around 20 years old (2002) and at the end of their useful life. The CRACs are located in room 106, adjacent to room 105A, and ducted above the ceiling to room 105A. The existing duct, diffusers, and ceiling will remain. New up-flow CRACs will be provided. The new CRACs will be a like for like replacement of the existing, and will reuse the existing air distribution systems in place. The total heat load in space is estimated to be 70 kW. This includes load from racks and building envelope. Two CRACs, at 73 kW each, will provide cooling capacity with N+1 redundancy.

Buildings 10,16,20,21,25 (TEs):

Telecom enclosures have built-in cooling and do not need a new, dedicated fan coil unit. The heat will be rejected to the room and they will be indirectly cooled through the building’s circulated, conditioned air. All rooms containing new Telecom Enclosures (TEs) will have temperature and humidity sensors installed. All new sensors shall be monitored by the existing Building Automation System (BAS).

Computational Fluid Dynamics (CFD) Study:
