1. 6/21/23 7/13/23 Ref 3.10 in Painting Specs – casework painted.

Please clarify that the intention is to paint ONLY previously painted casework in any given space and not painting any new casework.

CBDG Response: Please ignore 3.10 in painting spec. The project does not have any scope for refinishing existing casework or installing new casework.

2. 6/21/23 7/13/23 Ref 3.11 G – Painting Specs – intumescent and aluminum coatings – where do these occur on the project? There’s mention of a boiler painted aluminum and a fire coating in the attic.

CBDG Response: Please ignore 3.11 G in painting spec. The project does not have any scope for intumescent and aluminum coatings. Any fire protection disturbed as part of the renovation scope should be refinished as applicable.

3. 6/21/23 7/13/23 Ref 3.11 – Painting Specs – painting pipes and other materials for other trade work. Given the staging of the project and access in the space, is it reasonable that any pipes, conduit, etc. are the responsibility of the other trades installing new piping and conduit.

CBDG Response: The General Contractor is liable for all renovated work to be in compliance with applicable codes.

QUESTION GOVERNMENT RESPONSE

4. 6/21/23 7/13/23 Wood Doors – please clarify if these will be prefinished. If they are field finished, please clarify if they are to be stained AND clear coated or clear coated only.

CBDG Response: Match door finish to existing doors. See image below for reference.

5. 6/21/23 7/13/23 Patching surrounding areas – in Building 1 many of the door frames are flushed with surrounding walls and in many cases the surrounding areas are wallcoverings, fiber-reinforced plastic panels, etc.

What is an acceptable method for patching surrounding areas where wallcoverings and FRP occur?

CBDG Response: Finishes are to match existing adjacent finishes as much as possible. The VA may have attic stock of some of the finishes / paint or panels. If not, they will be able to provide the product manufacturer and color currently installed so the GC can match it as close as possible.

6. 6/23/23 7/13/23 Will the Government provide VA badges/PIV cards for contractors working on-site for this project?

VA Response: Yes. Badges. PIV's will not be required.

7. 6/23/23 7/13/23 If contractors are provided a VA badge/PIV card, will they be allowed to move throughout the facility without a VA escort? If not, what areas of the facility specifically require VA escorts to enter?

VA Response: Common areas will require no escort. Any area that requires key access will also require escorts.

71. 6/23/23 7/20/23 In the latest design alert, it has been identified that the existing 120v cord sets for the network switches are not sufficient once the switches are migrated to the new 208v power, is the contractor to provide the correct cords? If so, how many?

VA Response: Per Design Alert 11, each access layer switch requires two (2) power cords. Therefore, if you have a 2-rack TR with 6 switches per rack, that TR will need 24 power cords. It's encouraged that you purchase an additional 100 (50 of each color) cords for use as spare. The EHRM project is funding the purchase of the power cords.

They may be purchased by the contractor or even a P-card if the value is within the limitation for a P-card purchase. It's up to the station.

72. 6/23/23 7/20/23 We see innerduct identified on the drawings for underground conduits, does the VA have a layout of sizes and quantities per conduit section?

VA Response: The question is a bit ambiguous but appears to refer to fill-ratio requirements. The number of cables and innerduct varies based on the overall size of the conduit and the bend angles. Therefore, it's not a straightforward answer. See BICSI ITSIMM, Chapter 2 pages 255-256 (7th ed), to include Table 2.5 for how the A/E should be calculating the fill ratios.

73. 6/23/23 7/20/23 Are CCTV cameras required in TRs? VA Response: Cameras to support the physical security (typically the TR entry, not for monitoring of equipment) of each new TR is required per PSRDM, Appendix B. TR requirements begin at line 175 of the matrix.

Cameras are recommended to be placed in the hallway leading the TR, rather than inside the TR due to the limited depth of field.

Please see the guidance below to help with the design and purchase of video surveillance equipment.

Video Surveillance:

When moving to a more traditional video surveillance system, it's important to understand that the viewing workstations and physical location of headend equipment has little to do with who owns and maintains the systems. A video surveillance system (VSS) should be located in the data center, owned and maintained by VA police who will have control over chain of custody. VA Police should be the only entity with the ability to download video to maintain chain of custody and for evidentiary use in legal matters. This does not imply that other departments will be shut out of the benefits of a central VSS.

Often OIT and BioMed have need to see video of their respective spaces. It is encouraged for workstations be provided to these entities with permissions to the cameras relevant to their spaces and set to view (live) and review (go back in time) video data. They can request downloads from VA police in the event there is a legal need so that chain of custody is maintained. An additional benefit of a central, PoE-based VSS is that video views can be digitally masked by VA police (black bars that mask out things that should not be recorded) to avoid conflicts with HIPPA-sensitive areas and areas where union contracts prevent general recording. Digital masking allows a view to concentrate solely on the target Area of Interest (AOI) such as a TR door. Anyone passing through the AOI is considered incidental and therefore, does not violate HIPPA or union contracts, much in the same way HIPPA refers to incidental disclosure of PII/PHI in a waiting room.

Should the VA Police have an existing and viable VSS, adding on to the system should be straightforward:

• Ensure that each new camera has the appropriate license (ensures recording, typically renewed in 1 – 3 year increments)

• Ensure that the new cameras are compatible with the existing system. The VSS should have the correct API (application programming interface) to support the specific manufacturer and model you intend to add.

• Ensure that the appropriate level of storage is added to the VSS to support the new cameras

• Storage is calculated as follows (minimum) – 720p, 30 days, 15ips, 80% video motion on the recording stream [viewing stream may be set at lower settings to reduce overall network utilization] o 720p – Video resolution, 720 vertically stacked lines on screen o 30 days – Number of days to record before the data is overwritten. This can be extended by using record on event in low activity areas by only recording 30 seconds before through 30 seconds after a motion detection (built-in to most commercial-grade camera systems).

o 15 ips – 15 images per second.

Analog used frames per second, but digital recording uses images per second.

o 80% video motion – 80% of the pixels on screen are expected to change from one frame to the next

• Match the network cabling of the OIT LAN (typically CAT6A) but suggest a different color cable jacket to differentiate from the rest of the OIT cabling. Typically, a quick identifier of criticality when servicing the cabling in a tray or J-hook.

• Create a target table – A simple spread sheet that indicates what is important to you for recording. This permits the installer to make field adjustments in mounting locations which may not align well with the initial design but still point the camera at the desired Area of Interest (AOI).

Suggest secondary targets if the field of view (FOV) is wide enough to include it (based on distance of the camera from the AOI).

74. 6/23/23 7/20/23 The IFC 2021 is in place for the local codes, and Section 510 indicates emergency radio testing is required. Will emergency radio testing be required for this project?

HZ Response: Emergency radio testing, as in Emergency Responders’ Radio Communications (ERRC) system is not within the scope of this project. While an ERRC and testing might be needed. The scope of these improvement is only to support the EHRM.

75. 6/23/23 7/20/23 On the Table of Contents/Cover Sheet, there are drawings CS-100, CS-101, CS-105, and SF-113 listed.

However, it is not in the drawings provided in the solicitation. Are these CS-100, CS-101, CS-105, and SF-113 drawings able to be provided?

CBDG Response: Sheets CS-105 and SF-113 are included on the cover sheet in error. See attached revised sheet GI100 and entire CIVIL drawing set with sheets CS-100 and CS- 101 included.

76. 6/23/23 In regards to the data communications piece and Security-

3. There is nothing within the drawings that indicate where the NEW CAT 6A drops are going.

There is merely a cable pathway schedule showing how many cables to demo and how many new ones to run.

a) Are we to assume each run will be 300 feet?

(obviously, they will not be - some will be much less) - and thus, pricing will be much higher with his assumption.

b) Will there be actual drawings provided to show locations of the new CAT6A drops?

c) Is providing the NEW data an actual part of this scope - or will it be addressed later?

HZ Response: The Contractor should field investigate the actual locations of existing data outlets if needed. There are no new outlet locations provided as part of this project. New outlets for the EHRM will be included with the system integration portion of the installation of the EHRM equipment.

Existing outlets will be upgraded to CAT 6A requirements. The lengths of replacement cables should not exceed 300 feet. It is the Contractors choice to survey for actual measurements or just use a maximum of 300 feet. Drawings of outlet locations will not be provided.

77. 6/23/23 4. In regards to the security portion - it was mentioned on the site walk that access control WILL be changed as well as surveillance - once again, there is nothing within the drawings to refer to placement of new cameras or which doors need access control. The only mention is "New PACS" in drawing E-3001.

a) Will there be any drawings indicating new camera locations or access control doors?

HZ Response: This project only includes scope for security systems, PACS and CCTV, related to the new TRs. Other drawings for other devices will not be provided.
