The Contractor will be responsible for preparing a detailed proposal by identifying tasks required, preparing required scope validation meeting minutes, drawings/sketches, contract specifications (Section 01 11 01 specifications, Table of Contents, etc) and schedule of material submittals, to the Contracting Officer for approval. After validation and acceptance by the Government, the Contractor shall prepare a detailed cost estimate in the specified format by listing quantities of individual work elements needed using contract UPG, and specifying non-priced tasks with proposed performance times, and submit to the Contracting Officer for negotiation.
1.24.2 Magnitude of Project
The Contractor shall accomplish the minimum design and Request for Proposal required so as to permit award of a SABER Task Order for the construction of the specified work at a price that does not exceed the estimated magnitude of the project. The Contractor shall promptly advise the Contracting Officer if it finds that the project being Project Order Proposal will or is likely to exceed the specified magnitude. Upon receipt of such information, the Contracting Officer will review the Contractor’s revised estimate. The Government may:
a. Authorize a change in scope or materials as required to reduce the estimated construction cost;
b. Appropriately adjust the magnitude of the project and the price of the order; or
c. Scrap the project and terminate the order.
d. Provide opportunity for waiver.

1.24.7.1 Prepriced Items
The UPG shall serve as the basis for establishing the unit price value of the pre-priced work to be performed. The Contractor’s proposal for each project must be supported by a detailed materials take-off with the appropriate unit pricing applied.
SECTION 01 11 00 Page 17
1.24.7.2 Non-Prepriced Items (NPIs)
Items of work not contained in the UPG, but within the basic intent and general scope of the contract, may be negotiated and incorporated in a Task Order. These NPIs may be incorporated in the UPG for subsequent use as a priced item by supplemental agreement of both parties, in conjunction with an update to the UPG to address economic conditions or separately at another time during the year. Added items of work shall be incorporated into and made part of the Task Order and shall be performed at the negotiated unit price. All proposed NPIs shall be separately identified and priced. Proposed NPI prices must be documented by support information as specified below:

Government will order Project Order Proposal services from the SABER contractor through the SABER project UPG. The SABER contractor agrees that the Government is not obligated to issue a Task Order for the construction work. These Project Order proposals will be good for one (1) calendar year from the date of negotiated construction price. When the UPG adjustment occurs, the Project Order Proposal will be the subject to negotiating between the SABER contractor and the Government.
PROPOSAL WITHOUT AWARD is defined as follows: Occasionally, the Contractor will be required to submit a proposal, but the task order will not be awarded at the Government's discretion (e.g., due to unexpected funding or mission prioritization). It is not the Government's intent to have the Contractor provide an estimating service for projects without a valid consideration; however, should such situation occurs the contractor agrees to the following fixed prices for providing proposals that are not awarded.
