About this file

This is an Industry Questionnaire designed to gather market research from potential offerors for follow-on Architecture and Engineering (A-E) Indefinite Delivery Indefinite Quantity (IDIQ) contracts supporting the Kaiserslautern Military Community (KMC) in Europe. The 700th Contracting Squadron issued this questionnaire as part of preliminary acquisition planning to identify qualified contractors and develop an effective acquisition strategy. The Government anticipates awarding up to eight Firm-Fixed Price IDIQ contracts, each with a 5-year base period and one 5-year option period, with an estimated maximum contract value of $59,000,000.

Interested offerors must submit responses in PDF format to both Ms. Sibel Wright (Contracting Officer) and Fatima Berlitz (Contract Administrator) no later than 12:00 PM EST on May 1, 2026. The questionnaire requests company information, capabilities documentation not exceeding 6 pages, and responses addressing five key areas: (1) ability to provide multidisciplined A-E services including project management, architectural, engineering (electrical, civil, structural, mechanical, fire protection, environmental, cybersecurity, communications, geotechnical), surveying, cost estimating, interior design, landscape architecture, security engineering, SCIF planning, construction site security planning, and HEMP expertise; (2) experience with German and U.S. military design and construction standards; (3) three past projects of similar scope and complexity with contract values, dates, and customer references; (4) in-house or professional translation capability to ensure German and English documentation without AI-generated translations; and (5) quality assurance processes across technical disciplines.
