FA8823-23-R-0001 Attachment 23 Sec L Atch L-5 SOO for Commercial Antenna Special Study
SECTION L – ATTACHMENT L-5
Statement of Objectives for a Special Study on Interfacing with Commercial Antennas
1 Introduction The CCS-C system provides United States Space Force (USSF) and United States Space Command (USSPACECOM) satellite control capabilities for the Military Satellite Communications (MILSATCOM) programs. CCS-C interfaces with the Air Force Satellite Control Network (AFSCN) for satellite command and control between operations centers and remote antennas. The contractor will work closely with Space Systems Command programs and external commercial antenna vendors to define the necessary command and control interfaces to support on-orbit operations by 4 SOPS.
2 Objectives
2.1 Tasks
AFSCN interfaces to satellite command and control systems are defined in AFSCN ICD-00508, Air Force Satellite Control Network Interface Control Document, Range Segment To Space Vehicle Operations Center. Interfaces support the following functions: satellite commanding, satellite telemetry processing, satellite ranging, antenna control, and antenna status. The C-SAR Contractor will implement the following tasks:
a. Prepare and present a notional antenna interface design that maps AFSCN ICD-00508 interfaces to existing commercial antenna network interfaces.
b. Define interface options and recommend a set of interfaces for implementation.
c. Define required CCS-C software and databases to implement the recommended set of commercial antenna interfaces.
d. Define a set of manual and automated Task Automated Operations (TAO) procedures that support antenna configuration, operations, and deconfiguration.
e. Define a set of Human Machine Interface (HMI) pages that support SOC planning, operations, and evaluation activities.
f. Prepare a draft schedule and cost estimate for implementing commercial antenna interfaces via C-SAR engineering change proposal.
