4.1.1 Technical Factor
The intent of the Technical Factor evaluation, as specified in Section M, is to assess the Offeror’s overall understanding of the CCS-C technical requirements and the Offeror’s capability to perform the task requirements described in the IDIQ PWS, and Core Sustainment and Operations Support (Task Order 1) PWS.
In the Technical Volume, address the proposed approach to meeting the requirements of each technical subfactor as well as the risks in the proposed approach in terms of performance and schedule. The Offeror shall identify any associated risks for each sub-factor, and the Offeror shall propose an action to mitigate the identified risk. Furthermore, if the Offeror has not identified any risks, this indicates that the Offeror believes there are no risks associated with their approach. The Technical Volume shall be specific and complete. Do not merely reiterate the objectives or reformulate the requirements specified in the solicitation. The Offeror shall provide the actual methodology that would be used for satisfying these subfactors. The C-SAR bidders library contains information that will aid the Offeror in preparing their written technical volume. Such phrases as “standard procedures will be used” are considered inadequate. The Government recently upgraded CCS-C through a substantial modification project and does not intend to replace any major components of the current baseline in the near future. However, innovative and unique approaches to the subfactors below (and the overall contract requirements) are encouraged.
4.1.1.1 Subfactor 1: System Knowledge
The Offeror shall do the following:
• Provide a detailed technical description of first and second order changes to system architecture, components, and interfaces in order to add a new first-in-family MILSATCOM satellite to CCS-C. First order changes are architecture, component and interface changes that are directly required to implement the system change described in the subfactor. Second order changes are architecture, component and interface changes that are caused by the first order changes. Additionally, identify and explain key schedule and technical risks (rank ordered – highest to lowest) and associated mitigations that are related to adding the satellite to CCS-C. The Offeror shall assume the following regarding the satellite:
• Dual-band (SGLS and USB) transponder
• Use of KG-255x crypto device
• On board processor requiring software and database uploads developed at the spacecraft factory
• Support for autonomous station keeping
• Separate ground system used for payload daily management, external to CCS-C
• Launched by the satellite contractor’s control system and delivered to geosynchronous orbit for on-orbit testing
• Turned over to 4th Space Operations Squadron (4 SOPS) for operations on CCS-C
• Provide a detailed schedule, as Proposal Attachment T1 to the Technical Volume, for adding the new MILSATCOM satellite to CCS-C. The schedule shall include, at a minimum, milestones listed in paragraph 4.1.2.1 and the tasks required for full-operational capability at the Primary Space Operations Center at Schriever SFB.
This is similar to work that would be performed for a task order placed under CLIN X004. See Section L Attachment L-3 Statement of Objectives (SOO) Adding a MILSATCOM Satellite for additional information.
4.1.1.2 Subfactor 2: System Engineering
The Offeror shall recommend a replacement product, with associated justification, for the CCS-C archive and trending application - Archive Browser Extractor (ABE). Provide a detailed description of the first and second order impacts to existing CCS-C architecture, system components, and interfaces. Additionally, provide a description of the technical risks (rank ordered
– highest to lowest) and mitigations associated with architectural changes, requirements, operations, and data migration. This is similar to work that would be performed for a task order placed under CLIN X005 (Operations Resiliency Enhancements).
See Section L Attachment L-4 SOO Replacing ABE for additional information.
4.1.1.3 Subfactor 3: Transition Processes
The Offeror shall describe their approach and outline processes required to transition and assume full sustainment responsibility for CCS-C. The Offeror shall include the following:
• Describe the tasks and schedule to transition the Government Furnished Equipment, Defense Counterintelligence and Security Agency (DCSA) accredited software/hardware integration labs from their current locations (Colorado Springs CO and Lanham MD) to the Offeror’s facility within a 120-day transition period. Describe efforts needed to minimize impact to software releases and potential launch schedules. In accordance with paragraph 1.2, the transition period will start no sooner than 1 December 2023. Assume the labs will remain in their current locations for the first 30 days of transition in order to facilitate knowledge transfer.
• The Offeror shall describe their transition plan for assuming responsibility for the processes and knowledge that sustain the CCS-C system within the designated transition period. The transition plan shall describe their approach to hire and train skilled, cleared personnel to accomplish Task Order 1 PWS tasks. Additionally, provide a description of the key transition risks (rank ordered – highest to lowest) and associated mitigations.

4.2 Cost/Price Volume
4.2.1 General Cost/Price Volume Instructions
The Cost/Price Factor volume shall contain the information requested in the paragraphs below.
The Offeror shall submit other-than-certified Cost or pricing data (per FAR 15.403-1(b), 15.403- 3(a), and FAR 15.403-5) for the Government evaluation. The proposal must contain sufficient details for the Government evaluation of reasonableness, realism, and unbalanced pricing and for the Government's calculation of the Most Probable Cost, which will become part of the Total Evaluated Price for the best value decision. The burden of proof for the credibility of proposed amounts rests with the Offeror. The price evaluation will be an assessment of the data submitted in the Price Volume; the Government will not be responsible for evaluating Offeror data submitted outside the Price Volume. If, after receipt of proposals, the PCO determines that there is insufficient data available to complete the cost/price evaluation, the Offeror may be required to submit additional Cost or pricing data.
The Government issued this solicitation with the anticipation of adequate price competition;
therefore, any cost/price documentation requested shall not be certified cost or pricing data.
However, in the event that adequate price competition does not exist after receipt of proposals, the Government reserves the right to request additional cost or pricing data as necessary from the Offeror and its subcontractors and may conduct negotiations with the Offeror, pursuant to FAR Part 15.403-4, in order to ensure a reasonable and realistic price/cost. Furthermore, the Offeror may be required to provide a Certificate of Current Cost or Pricing Data prior to award, pursuant to FAR 15.406-2. The Offeror shall acknowledge the requirement to provide additional cost or pricing information and certify the data prior to award if/when requested by the Government.

Core Sustainment and Operations Support (FFP) Task Order 1 (TO1)
X001 - Sustainment and Operations Support (FFP) Include the proposed price for the TO1 PoP (see TO1 PWS). The proposed prices shall include the price of data and reports in Exhibit A. (Applicable TO1 PWS paragraphs: 3.1, 3.2, 3.3, and 3.6).
Use the data from the CLIN X001 cost element summary and supporting information (paragraphs 4.2.10 to 4.2.13 below) to populate contract attachment 4 with FFP per hour/period for each labor category. These rates will be used if and when a similar order is placed in the future.
X002 - CDRLs (FFP) Not Separately Priced (NSP) The dollars associated with this CLIN series is included within its corresponding CLIN X001.
X003 - Sustaining Engineering (CPFF) Include the proposed cost and fixed fee for TO1 PoP. The proposed cost and fixed fee for CLIN X003 shall include the proposed price for data and reports in Exhibit B. (Applicable TO1 PWS paragraphs: 3.4, 3.5, and 3.7).
Use the data from the CLIN X003 cost element summary and supporting information (paragraphs 4.2.10 to 4.2.13 below) to populate contract attachment 5. These rates will be used if and when a similar order is placed in the future. A labor category's cost per hour is calculated by dividing that labor category’s total cost including Cost of Money (COM) by that labor category’s total hours. The fixed fee dollars per hour for that labor category is calculated by multiplying the proposed fixed fee percentage by that labor category’s cost per hour excluding
COM.
X009 - CDRLs (FFP) Not Separately Priced (NSP) The dollars associated with this CLIN series is included within its corresponding CLIN X003.
0013 – Transition Phase-in (Labor) (CPFF) Propose the costs and fixed fee for the transition activities. (Applicable TO1 PWS paragraphs:
3.9.1 – 3.9.4).
Use the data from the CLIN 0013 cost element summary and supporting information (paragraphs 4.2.10 to 4.2.13 below) to populate contract attachment 11. For each sample task order, a labor category's cost per hour is calculated by dividing that labor category’s total cost including COM by that labor category’s total hours. The fixed fee dollars per hour for that labor category is calculated by multiplying the proposed fixed fee percentage by that labor category’s cost per hour excluding COM.
0014 – Transition Phase-in (Laboratory Transition) (CPFF) Propose the costs and fixed fee to transition the lab equipment and establish a program lab, within the 120-day transition period, that is DCSA accredited. (Applicable TO1 PWS paragraphs: 3.9.1 – 3.9.4).
Add MILSATCOM Satellite Task Order (Sample)
X004 - Constellation Capacity (CPFF) Include the proposed cost and fee based on the following sample scenario:
Add a new MILSATCOM satellite to CCS-C as outlined in 4.1.1.1.
Use the data from the CLIN X004 cost element summary and supporting information (paragraphs 4.2.10 to 4.2.13 below) to populate contract attachment 6. These rates will be used if and when a similar order is placed in the future.
See Section L Attachment L-3 SOO Adding a MILSATCOM Satellite for additional
Also, use the data from the CLIN cost element summary to complete Section L Attachment L-
6 Sample Task Orders Labor Estimate. In Section L Attachment L-6, outline the hours, by skill-mix, necessary to complete the task. For the purposes of this sample scenario/task order and estimating simplicity, assume the total number of hours required to complete the task order is 55,000 hrs.
CCS-C Software Application Upgrade (Sample)
X005 – Operations Resiliency Enhancements (CPFF) Include the proposed cost and fee based on the following sample scenario:
Conduct a substantial software upgrade to CCS-C as outlined in 4.1.1.2.
Use the data from the CLIN X005 cost element summary and supporting information (paragraphs 4.2.10 to 4.2.13 below) to populate the rates in contract attachment 7. This sample task order is representative of the other potential enhancements. These rates will be used if and when related orders are placed in the future. For each sample task order, a labor category's cost per hour is calculated by dividing that labor category’s total cost including COM by that labor category’s total hours. The fixed fee dollars per hour for that labor category is calculated by multiplying the proposed fixed fee percentage by that labor category’s cost per hour excluding

See Section L Attachment L-4 SOO Replacing ABE for additional information.
Also, use the data from this CLIN cost element summary to complete Section L Attachment L-6 Sample Task Orders Labor Estimate. In Section L Attachment L-6, outline the hours, by skill-mix, necessary to complete the task. For the purposes of this sample scenario/task order is 7,000 hrs.
Commercial Antenna Special Study (Sample) X007 – Special Studies (CPFF) Include the proposed cost and fee based on the following sample scenario:
Perform a study to connect CCS-C to a commercial antenna network utilizing both Unified S- Band (USB) and S-Band commanding. The study results should include the recommended solution, logistics and planning to minimize impact to operations, deployment implementation schedule, anticipated cost, and identification of long lead items.
Use the data from the CLIN X007 cost element summary and supporting information (paragraphs 4.2.10 to 4.2.13 below) to populate contract attachment 9. These rates will be used if and when similar orders are placed in the future.
See Section L Attachment L-5 SOO Commercial Antenna Special Study for additional

1.1.2.1.2
4.2.13.4.1 Labor Hour Estimating Rationale
The proposal shall show the data (and sources) that serve as the foundation for the labor estimate, the analyses, and the calculations that resulted in the proposed labor-hour estimate.
Historical Experience: If the source of the data is from an analogous program(s), the Offeror shall explain why the program(s) is/are relevant. The Offeror shall explain how the past experience relates to the current effort, including similarities and differences, and show the calculation for any adjustments to prior cost data for the current effort. All calculations need to be clear, error-free, and contain the logic trail. If factors are used in estimating the hours, the Offeror shall explain the independent and dependent variables, and the historical data that demonstrate the existence and accuracy of the relationship between the independent and dependent variables. The Offeror shall explain the steps and the mathematical calculations that resulted in the proposed estimating factor.
Learning Curve Estimate: If learning is applicable, the Offeror shall include information on learning/improvement curve applications, identify the specific area subject to learning, the curve theory type (unit or cumulative) and the slope of the curve as a percent, including the rationale for the percent chosen. Also, the Offeror shall identify the data used to develop the first unit cost and slope and explain how this data related to the current effort and how entry on the learning curve was attained (i.e. how the first unit cost was derived). The Offeror shall show the calculations.
Software Hours (all references to software include firmware): If the proposed hours are for software, the Offeror shall provide a brief description of the software item and its function. The Offeror shall identify the estimated total Software Lines of Code (SLOC) and Effective SLOC (ESLOC). The Offeror shall identify the method and provide the calculations for calculating ESLOC from Delivered Software Lines of Code (DSLOC) and why its proposed sizing is correct.
The Offeror shall identify new code, pre-existing (modified) code, pre-existing (unmodified) code, and its origins and identify redesign, retest, and reimplementation percentages and the rationale on why these percentages were chosen. The Offeror shall provide the historical productivity rate experience for the lines of code and hour(s) per line of code – name the program and explain the relevancy of the historical data. The Offeror shall explain and show the calculations for the proposed lines of code and hours per line of code. State software code growth assumption and provide historical data that supports the growth assumption. Also provide the data showing the comparison of the growth within the company and as compared to industry standards. If a model was used to calculate the software, provide the model with working formulas in Microsoft Excel, and explain the inputs, rationale for the inputs, calculations, and results.
Discussion: In all cases, include a discussion of the proposed labor/skill-mix and time phasing of the effort over the period of performance.
4.2.14 Section 3 - All Rates
FPRAs: The Offeror is expected to use the Forward Pricing Rate Agreements (FPRAs), if available. If FPRAs are used, the Offeror shall submit the FPRAs as part of the proposal.
FPRPs: If there is no FPRA and Forward Pricing Rate Proposals (FPRPs) are available for use by the Offeror, the proposal costs may use the FPRPs, and if the FPRPs are used, the Offeror shall submit the FPRPs.
No FPRA; No FPRP: If neither the FPRA nor FPRP is used to price the Offeror's proposal, the Offeror shall use rates that the company believes it will incur in the performance of the contract.
The Offeror shall submit the substantiating data that went into the formulation of the rates. An example of substantiating data includes actual costs for the most recent 5 years and the calculations that were used to derive the rates for pricing the proposal.
Bureau of Labor Statistics (BLS) Rates: If neither the FPRA nor FPRP is used to price the Offeror's proposal, the Offeror shall refer to the Bureau of Labor Statistics (BLS) Rates and Standard Occupational Classification (SOC) identified in Section L Attachment L-1. The Offeror shall map their proposed direct labor rates in their cost element summary to the BLS rates provided in the RFP.
Direct/Indirect Rate Responsibility: The responsibility for submitting the raw data and showing the calculations that lead to the proposed rates rests with the Offeror. If the Offeror does not submit the requested data for the Government's evaluation, the Government may use any available data in the Government's calculation. The Offeror's non-submittal of the requested information will become a proposal compliance issue.
Cost Estimating Relationships (CERs): If the Offeror uses CERs, the Offeror shall explain the independent and dependent variables, and the historical data that demonstrate the existence and accuracy of the relationship between the independent and dependent variables. The Offeror shall explain the steps and the mathematical calculations that resulted in the proposed CER.
4.2.15 Section 4 - Subcontractors/Interdivisional/Associate Organization
