SECTION L – ATTACHMENT L-3
Statement of Objectives for Adding a MILSATCOM Satellite
1 Introduction The CCS-C system provides United States Space Force (USSF) and United States Space Command (USSPACECOM) satellite control capabilities for the Military Satellite Communications (MILSATCOM) programs. A new satellite program is being developed and will be supported by CCS-C. The CSAR contractor will work closely with the satellite contractor to develop the necessary command and control capabilities to support transition of on-orbit operations to 4 SOPS.
2 Objectives
2.1 Tasks
Satellite development and test activities begin at Satellite PDR and end at Handover to 4 SOPS.
See Section L, para 4.1.2.1. The C-SAR Contractor will implement the following tasks:
a. Prepare and present a Critical Design Review (CDR) detailing requirements for all CCS- C modifications.
b. Develop CCS-C software, databases, and support plans.
c. Install algorithms and keys into ground encryption/decryption units.
d. Develop Automated Task Automated Operations (ATAO) procedures that are based on operating procedures documented in the Orbital Operations Handbook (OOH).
e. Develop automated Derived Last Recorded Value (DLRV) equations, Human Machine
Interface (HMI) pages, and Mission Unique Software (MUS) based on satellite design as documented in the Satellite Engineering Handbook (SEH).
f. Develop Mission Unique Software (MUS) based on satellite design.
2.2 Services
During the performance of this SOO, the contractor shall provide the following services:
a. Provide Program Management ensuring effective management of resources to meet satellite technical objectives on schedule and within budget.
b. Integrate the new MILSATCOM satellite with the CCS-C MILSATCOM satellite baseline to the maximum extent possible, while minimizing operational impacts.
c. Provide System and Software Engineering for satellite-specific subsystems/components of the CCS-C system, including enhancements or development related to new capabilities and specifications derived from the baseline system specification.
d. Provide Technical Order (TO) support functions for CCS-C satellite operations.
