About this file
This is an addendum to solicitation ARFQ1500000003 issued by the State of West Virginia, providing clarifications and responses to technical questions submitted by bidders regarding landscape or horticultural supply specifications. The addendum addresses four primary questions concerning species substitutions, sizing requirements, and equipment availability for the Moorefield job site.
The addendum establishes that bidders may substitute unavailable species provided substitutions remain within the same category (shade trees for shade trees, flowering trees for flowering trees, shrubs for shrubs, etc.), and that substitution responses should be submitted via email to Margaret.A.Ingram@wv.gov or fax to (304) 558-6709 rather than through the online submission portal. All quoted items must meet or exceed all specifications including size requirements; items that exceed minimum specifications are acceptable. The addendum confirms that no equipment will be available on-site at the Moorefield job for unloading balled-and-burlapped (B&B) material from delivery trucks, requiring bidders to plan accordingly for material handling and unloading procedures.

ARFQ1500000003 ADDENDUM #1
RESPONSE TO TECHNICAL QUESTIONS
QUESTION 1 – If do not have a species available, can I offer a substitute? If this is allowed and I have to submit online is it possible to offer the sub or should I submit via fax/e-mail with detail?
RESPONSE – Yes, if a species is not available, you can offer a substitute. Please make substitutions such as shade trees for shade trees, flowering trees for flowering trees, shrubs for shrubs, etc…. If substitutions are quoted, please send your solicitation response via e-mail or fax to:
(304) 558-6709 fax Margaret.A.Ingram@wv.gov (e-mail)
QUESTION 2 – If I have the species available, but it only meets one of the size specs will that be acceptable? Or must it meet both? For example it meets the container size, but not the height.
RESPONSE – The items quoted must meet or exceed all specifications, that include sizes on substitutions.
QUESTION 3 – If I have the same species in a larger container size to meet height requirement, will that work? i.e. Spec states 1-3 gal, 4-6’, but I have 5 or 7 gal at 4-6’, but my 1-3 gal. in only 18-36”?
RESPONSE – The items quoted must meet or exceed all specifications, therefore we can except bids for items that exceed the minimum requested.
QUESTION 4 – Also on the Moorefield job we have the ability to quote B&B. Will there be equipment onsite to remove the B&B material from a box truck?
RESPONSE – No, there is not equipment onsite for unloading B&B material from the truck.
