About this file
This is Addendum No. 3 to a Request for Quotation (ARFQ 0608 DCR2600000037) issued by the State of West Virginia for the demolition of existing brick walls and installation of perimeter security fencing at Huttonsville Correctional Center and Jail. The project encompasses wall demolition, installation of new concrete walls, chain link fencing, thirty-inch super maze razor wire, and perimeter intrusion detection system (PIDS) components. The addendum addresses eleven questions and provides four clarifications to guide contractor bidding and execution. Key project requirements include installation of a seven-foot-wide by seven-foot-high gate opening in the new concrete wall, incorporation of the temporary fence area with existing security zone 21, disabling of sensor coil zone 22 with end-of-line resistor installation, and installation of defensor cables and sensor coils at specific connection points. The contractor must complete testing and commissioning of the perimeter intrusion detection system and provide four hours of refresher training to facility staff. The revised bid submission deadline is 10:30 AM Eastern Standard Time on November 19, 2025. Concrete pouring is restricted to temperatures specified by the concrete manufacturer, and expansion joints must be installed between old and new walls with one-quarter inch thickness filled with resilient material. The existing perimeter intrusion detection system functions and is tested weekly by facility staff. All repairs or new equipment discovered during construction that falls outside the new construction scope will be handled via change order. Gate loops and required underground cables for the temporary fence gates must be installed per recommendations from DeTekion Security Systems, Inc.

REQUEST FOR QUOTATION
DEMOLITION OF EXISTING BRICK WALLS AND INSTALLATION OF PERIMETER
SECURITY FENCING PROJECT
HUTTONSVILLE CORRECTIONAL CENTER AND JAIL
WALL DEMOLITION AND 1 ADDENDUMS
SECURITY FENCE PROJECT
ADDENDUM NO. 3:
Questions:
Q1: In regards to the wall with brick falling off of it, when the new 6ft tall concrete wall is poured back, can an opening for agate be installed? This will allow access to get a lift and equipment in this area to install new fence/razor wire. This also will allow for equipment to be able to backfill walls and seed/mulch.
A1: Yes, the contractor must install a seven (7’) feet wide by seven (7’) high gate. Please see attached drawing PF-2.
Q2: We asked at the pre-bid about changing the temporary fence’s layout to accommodate a traffic pattern that would keep trucks off of the concrete walk. Is the permissible?
A2: No, because there must be a fence installed to cover the windows on the staff building inside the temporary fenced area, there will not be enough room between the existing concrete pad and staff building.
Q3: Rather than entering the construction area from the front of the facility by the staff building, can the contractor enter the gate area on the other side of the sallyport area?
The contractor would install gravel from the road to the construction area and then leave the gravel in place after the project has been completed.
A3: No, because of all the supermaze razer wire and sensor coils on the existing interior security fence, there is not enough room between certain areas of the building to get the large equipment through the area.
Q4: Work can be done during cold weather however when it reaches 0 and below concrete just should not be poured. So will you set the those parameters or is it up to the individual contractor.
A5: The contractor can only pour concrete during the required temperatures specified by the concrete manufacturer.
Q5: Regarding expansion joints from new work to old will the owner specify size & material?
A5: The contractor must install expansion joints in all areas between the old walls and the new concrete walls. The contractor must install expansion joints between the new front concrete wall and the new supporting concrete wall by the egress stairwell from the medical section. The contractor must install an expansion joint between the new concrete front wall and the new concrete side wall. The expansion joints must be for the thickness

WALL DEMOLITION AND 2 ADDENDUMS
of the wall with one quarter (0.25”) inches thick. The expansion joints must be filled with resilient material and must be placed to accommodate any potential movement of the structure.
Q6: On Drawing PF-1 Note 4 shows the existing fence that is to remain. Per As Built
Drawing 01 of 12 that fence is shown as Zone 21 and is 135'. The existing Zone 21 could accommodate up to 350' of Defensor and Sensor Coil. It appears that the Temporary Fence as per Note 5 on Drawing PF-1 is approximately 150' in length, so the combination of existing Zone 21 and the Temporary Fence are less than 350'. I suggest that the Temporary Fence be incorporated as part of Zone 21 so no new analyzers or programming are required.
A6: Yes, the contractor must incorporate the temporary fence area with zone no. 21.
Q7: It appears that the Sensor Coil Zone 22 will be removed under this project. I suggest that this Zone 22 be disabled by installing an end of line resister at the feeder box.
A7: Yes, the contractor must disable zone no. 22 and install an end of line register at the feeder box.
Q8: It appears that there may be a gap in coverage with the drawing as shown. As per
Drawing PF-1 the Zone 21 fence as per note 4 ends at the courtyard. The Temporary Fence as per Note 5 begins at the staff building. There appears to be a gap of 30' to 40' between these points. Is this correct? If so, Sensor Coil could be installed between these 2 points to close the gap.
A8: The contractor must install both the defensor cables and sensor coils at the point where the temporary fence connects to the staff building along the top to the back area where the existing perimeter security fence is located and connects to the existing perimeter intrusion detection system.
Q9: It is recommended that the Three (3) AREAS be highlighted on the HPIDS Zone Layout drawing in the Addendum.
A9: Please see the clouded areas on drawing 01 of 12.
Q10: It is recommended that the Temporary Fence be shown on the Zone Layout drawing?
A10: Please see attached drawings 01 of 12 and 05 of 12.
Q11: In addendum no.1, clarification C7, what is required to be completed in the Zones not affected by the work? Would new equipment need to be provided if necessary? What
DEMOLITION OF EXISTING BRICK WALLS AND INSTALLATION OF PERIMETER
WALL DEMOLITION AND 3 ADDENDUMS
condition is the existing system? Without a thorough examination of the system before bidding it would be very difficult to provide an accurate price for this work. I believe the best method to provide a complete testing and commissioning is by change order after the site is examined during construction.
A11: The existing system functions and is tested once a week by the facility staff. In the bid, the contractor must provide a cost to provide complete testing and commissioning. If there are any areas not included in the new construction where there are issues found, the contractor either repair or replace with new. If any repairs or new equipment must be installed, it will be handled via change order.
Q12: In addendum no. 1, clarification C8, please provide an amount of time for this refresher training so it could be more accurately priced. I would assume 4 hours would be sufficient since the facility has utilized the system for years. Please state a time for this training.
A12: Four (4) hours of training must be provided.
Clarifications:
C1: The contractor must install a gate loop on the temporary fence gates for the perimeter intrusion detection system.
C2: The contractor must install the required cables, etc. for the perimeter intrusion detection system underground where the temporary fence gates will be located. The contractor must install the previously stated as recommended by DeTekion Security Systems, Inc.
C3: Drawings PF-2 and PF-3 have been added to the project. The previously stated drawings are for the new concrete walls, chain link fencing, thirty (30”) inch super maze razor wire and perimeter intrusion detection system for area where the existing brick walls that will be demoed are located.
C4: The time and date that the bids must be submitted by, has changed: 10:30 AM E.S. T. on
November 19, 2025
