About this file
This Addendum No. 1 to Request for Quotation ARFQ 0608 DCR2600000037 is issued by the State of West Virginia for the demolition of existing brick walls and installation of perimeter security fencing at Huttonsville Correctional Center and Jail. The project encompasses wall demolition, concrete wall installation, chain link fencing, razor wire installation, and perimeter intrusion detection system (PIDS) upgrades across multiple work areas. The addendum extends the deadline for contractor questions to 2:00 PM E.S.T. on October 22, 2025, and the bid submission deadline to 10:30 AM E.S.T. on October 29, 2025. Key project specifications include installing two rows of 30-inch super maze razor wire on temporary fencing and vehicle gates in Area 1, installing razor wire vertically between the visitation building and chain link fence in Area 2, and repairing exterior and interior brick wall damages at the records area. The project requires contractors to install new HPIDS equipment including defensor sensor coils, cables, and gate loop kits, with the system operationalized on temporary fencing before removal from existing structures. The contractor must coordinate with facility maintenance staff and obtain DeTekion Security Systems, Inc. to test, commission, and provide training on the PIDS system upon project completion.
The addendum includes clarifications regarding concrete wall construction sequencing, expansion joint requirements, vinyl fencing removal and reinstallation responsibilities, and provisions for roofing warranty protection through Sutter Roofing and Metal Company, Inc. An opening for a gate must be installed in the new six-foot concrete wall to provide equipment access for fence and razor wire installation, as well as backfilling and landscaping operations. Contractors must remove underground steam pipes from the lawn access area, which are located at least 40 inches below ground level according to drawing M2. The addendum references Exhibit A attachments detailing exterior wall conditions and interior wall damage requiring repair. All removed items from the temporary chain link fence must be turned over to the facility, with concrete removed from vertical fence posts prior to transfer. No pricing information, incumbent contractors, or funding sources are specified in this addendum.
