Questions from the Pre-Bid Meeting:

1. Will the contractor be able to use flow fill in the pit?

a. Yes (Meet CDOT Spec). Flow Fill is referenced in Section 206 of the 2023 CDOT Standard Specifications for Road and Bridge Construction. Please see the revised Sheet C3 for instructions for backfill using flowfill.

2. Should the contractor abandon the tank in the pit or remove prior to filling the tank?

a. Please see the revised Sheet C3 for tank removal requirements/clarifications.

Contractor may need to place temporary dewatering pump.

3. Is a dewatering permit required? Or provided by CDOT?

a. Yes, the contractor needs to apply for a dewatering permit and CDOT is NOT listed on the dewatering permits at all. CDOT Standard Spec 107.25 outlines Construction Dewatering in the 2023 CDOT Standard Specifications for Road and Bridge Construction. The link for completing the application is CDPHE CEOS Dewatering Page. it can take up to 30 days for the application to be approved by CDPHE so the Contractor shall apply for the permit more than 30 days prior to starting the site work.

4. Can CDOT provide a specification for rock excavation?

a. Section 203 – Excavation and Embankment. This is found in the 2023 CDOT

Standard Specifications for Road and Bridge Construction.

5. Can the 5000 Gal holding tank be Cast-In-Place, and if so, would Engineered Drawings be required?

a. Yes, a cast-in-place tank is an approved option that the contractor can bid if they choose. If contractor is proposing a cast-in-place holding tank, the following requirements shall be applicable and submitted during pre-construction:

i. Flat top Lid needs to be removable

ii. Engineering drawings will need to be reviewed and approved by Level/CDOT

iii. Contractor is responsible for testing material for concrete.

iv. Additional rebar inspections may be required prior to pouring concrete.

v. Epoxy coated rebar required per CDOT specs

6. Drawing No. C1, Reference the “Approx. 260 LF Erosion Control Curb”: At the Pre-Bid, the

Engineer stated an asphalt curb was to be used. CDOT Standard Plan No. M-609-1, Sheet 2 of 4, shows curb type 6, a 4” high by 8” wide mountable bituminous curb. Can the concrete curb be substituted for the asphalt curb? Can driven rebar dowels be substituted for the 4 ½” x ½” keyway?

a. No, asphalt curb will be required.

7. The existing asphalt and concrete pavement appears to be in poor condition. Can the area of replacement be quantified so the contractor is not responsible for potentially replacing the majority of the parking lot due to the weight of the new storage tank and equipment needed to set it in place?

a. Yes – replacement limit changed to 120 SY. Contractor shall provide and document efforts to protect existing asphalt in place. Quantities over 120 SY will not be paid without approval by Engineer and CDOT.

8. To avoid future potential damage to the 2 new tanks from plowing the parking lot, should the asphalt pavement over and around the new tanks be replaced with a concrete slab approx.

50’ x 25’ encompassing the area of the new tanks?

a. No, asphalt is required as final drive surface around the new tanks.

9. For the contractor that showed up late to the mandatory pre-bid meeting after it was over, will they be allowed to bid on the project?

a. No, that contractor will not be placing a bid for this project. In the future it is recommended that if any bidder is running late to a pre-bid meeting to call before the start of a meeting and inform CDOT of when they will arrive. CDOT will decide on a case-by-case basis if the meeting can be delayed or not with the goal of ensuring that pre-bid meetings are occurring on time, equal information is shared with all bidders, and everyone is traveling to and from the site safely.

10. Will layout/offset points for tanks and drain line be placed on site by CDOT or the engineer before work is started?

a. No, contractor will be responsible for site staking and will review with engineer and acquire engineer’s approval prior to excavation.

11. What is the size and material of the existing drain line that we will be tying into?

a. From limited information, we believe the existing floor drain lines are 3 or 4” steel or ductile iron. Contractor will be responsible to verify outer diameter and material type for each connection and submit proposed couplings for Engineer approval.

12. Is CDOT able to provide locates on site for all existing utilities?

a. No, The Contractor needs to schedule for locates.

13. Will there need to be a plumbing permit for the job?

a. No plumbing permit is required

14. Who will be inspecting the new drain lines and tank connections?

a. Level Engineering and CDOT

15. For the base course in the trenching area and tank area, how thick is that material?

a. 12”

16. Will milling 12'' wide and 2'' deep around the perimeter of the asphalt patch be required?

a. Yes

17. For the bedding material around the pipe would a class 1 fill be sufficient?

a. No, however alternative bedding material of Class 57/67 (3/4” crushed clean rock) is acceptable in lieu of squeegee sand.

18. What is the existing asphalt thickness?

a. Assumed 8” thick

19. Would the bottom of the tank need to be insulated or just the sides and top?

a. See note 4 on Sheet C-4.

20. What is the inlet elevation of the storage tank?

a. No elevation is specified; however the maximum water elevation of the storage tank shall be below the outlet of the separator tank, considering minimum 2% slope between tanks and final location of tanks.
