About this file

This is a Notice of Intent to Award issued by Kissimmee Utility Authority (KUA), a Florida-based utility authority, for HVAC repair services solicitation AR 26-047-JG. The solicitation requested proposals for service, repair, replacement, and installation of HVAC systems and equipment at KUA facilities, with projects primarily not exceeding $15,000 per assignment. A mandatory pre-bid conference and site visit was scheduled for August 6, 2026, at 9:00 a.m. EST at 1701 West Carroll Street, Kissimmee, Florida, with proposals due August 25, 2026. The notice, dated September 10, 2026, announces KUA's intent to award the contract to R&S Building Maintenance Services LLC. The contract term is three years with two one-year renewal options at KUA's discretion.

Bidders were required to submit pricing on the mandatory Exhibit A Pricing Sheet, with all transportation, taxes, licenses, permits, and inspections included in the bid price. Pricing submissions included hourly rates for HVAC technicians and exhaust fan technicians for regular business hours (Monday-Friday, 7 a.m.-6 p.m.) and overtime periods (after 6 p.m., weekends, and holidays), plus a percentage markup for parts, with bid prices being firm. This is classified as a Service Tier A contract (less than $250,000 per repair or service) requiring no bid bond; performance bonds are not applicable. KUA reserved the right to split awards among multiple contractors and select the lowest responsive and responsible bidder. The contract is subject to federal FEMA reimbursement requirements, equal employment opportunity provisions, the Clean Air Act, Federal Water Pollution Control Act, and federal suspension and debarment compliance. Any person adversely affected by the award decision has 72 hours (excluding weekends and legal holidays) to file a written protest with the Vice President of Finance and Administration.
