About this file
This is a Supplemental Bid Form A—Pricing Schedule for the Massachusetts Trial Court, Facilities Management & Capital Planning, for a Region 3 chiller and associated HVAC equipment preventive maintenance and repair service agreement. The contract covers preventive maintenance and authorized repair services for ten designated court facilities: Fenton Courthouse, Lawrence Superior Court, Haverhill District Court, Lowell Justice Center, Newburyport District Court, Newburyport Superior Court, Ruane Courthouse, Essex Probate Court, Peabody District Court, and Lynn District Court. The bidder must provide a fixed annual preventive maintenance price for each facility and establish pricing for each applicable contract year. The contract term includes a base period of three years with optional extensions for Years 4 and 5, subject to authorization by the Massachusetts Trial Court.
Pricing submissions must include separate labor rates for four classifications: HVAC Technician/Mechanic, Chiller Technician, Controls Technician, and Apprentice/Helper, each with regular time, overtime, and Sunday/holiday rates. Bidders must also specify markups for parts and materials (as a percentage of documented costs), subcontracted repair work, and equipment rentals. Additional unit pricing must be provided for potential equipment additions or removals, including air-cooled chillers, water-cooled chillers, cooling towers, air handling units, rooftop units, condensing units, split systems, pumps, and heat exchangers. All preventive maintenance prices are firm for the applicable contract period, while repair services, labor rates, and markups constitute maximum charges under the contract. The submission of this form does not guarantee any minimum quantity or dollar amount of repair work, and the Massachusetts Trial Court reserves the right to require supporting documentation for repair costs prior to payment authorization.
