About this file

This document is an appendix related to the Operations Management System (OMS) contract opportunity between the Minnesota Department of Information Technology Services (MNIT) and the Minnesota Department of Corrections (DOC). The appendix outlines the roles and responsibilities for interfaces and data exchange, infrastructure and environment, and integration and user acceptance testing for the new OMS solution. The state is seeking a vendor with a mature API-based integration framework to integrate with the department's current internal and external systems. The successful vendor will be responsible for designing, developing, and testing the interfaces, infrastructure, and integration of the new OMS.

The document also outlines the data conversion requirements, where the successful vendor will be expected to convert the DOC's existing Corrections Operations Management System (COMS) data into the new OMS. The state must be able to validate the successful conversion and migration of the existing data to the new system, and the vendor will provide a final report on the converted and unconverted data.

Appendix H: Data and Infrastructure

Data and Infrastructure Interfaces and Data Exchange Interfaces and Data Exchange includes the activities associated with design and development of constructs to transfer data real time, on demand, and daily bi-directional data from the State’s current internal and external systems to the proposed solution. The State is seeking a vendor with a mature API-based integration framework thereby limiting the number of custom integrations that will need to be developed. The State is contracting a specialist system integrator to support the design and development of the enterprise data integration hub (DIH) that the proposed OMS will be required to integrate with.

Refer to Appendix D: Interface Requirements for an outline of identified State OMS interfaces. The reference table is meant to provide additional detail with anticipated data exchange complexity and transaction volumes.

The following table identifies the general roles and responsibilities with respect to configuration, and testing of Interfaces and Data Exchange, where RACI (Responsible Accountable Consulted Informed) designation(s) are assigned to indicate the roles and responsibilities of each organization in performing and/or completing the activity or task:

Data Conversion The selected Responder is expected to convert the DOC’s existing COMS and relevant data to the OMS Solution. A detailed data conversion plan will be required as part of the OMS implementation. The successful Responder will need to convert all records into the new OMS solution. The State must be able to validate successful conversion/migration of their existing OMS data to the new OMS Solution. The successful Responder will provide a final report of the data that successfully converted and the data that could not be converted with appropriate reasons for its failure to convert.
