The OMS is a commercial off-the-shelf (COTS) cloud-based application intended to replace the functionality of DOC's existing Corrections Operations Management System (COMS). The solution should be a flexible, scalable platform to support DOC's future operational growth and business transformation. The functional requirements cover a wide range of capabilities for managing case management, classification, intake, predatory offenders, education, health services, programs, work programs, property, visits, canteen and trust accounting, counts, housing and bed management, movements and transport, discipline, grievances, incidents, inspections and enforcement, physical security, person security, escapes, offender identification, legal services, sentence, and reporting.
The document does not include pricing terms, set asides, incumbents, funding requirements and sources, or other financial information. The solution is intended to be a new system implementation to replace DOC's current legacy technologies, with the goal of providing a flexible, scalable platform to meet DOC's evolving operational needs.
