About this file
This document is the Project Management appendix for the Minnesota Department of Information Technology Services (MNIT) and the Minnesota Department of Corrections (DOC) joint initiative to implement a new Corrections Operations Management System (OMS). The successful responder will be required to implement strong project management methodology and implementation practices to deliver the OMS within established cost, schedule, and quality parameters that meet the State's intended benefits. The state expects the successful responder to collaborate closely with key stakeholders including DOC executive leadership, MNIT, DOC operations, and other supporting entities. The detailed project planning activities cover areas such as project organization, roles and responsibilities, stakeholder engagement, deliverables, implementation methodology, technical management, and risk/issue management.
The competitive contract opportunity is for a cloud-based COTS OMS solution to replace the existing Corrections Operations Management System (COMS) across the Minnesota DOC and the participating local jurisdictions of Ramsey County and St. Paul City. The State will select a market leading OMS vendor and work with them to develop and implement the new system. The contract will involve activities related to project planning, system configuration, data migration, training, and ongoing support.

Appendix G: Project Management
Project Management Project and Implementation Approach Methodology The State expects the successful responder to implement strong project management methodology practices and implementation methodology practices that will enable the responder to deliver the OMS within established project management parameters (cost, budget, scope, schedule), and quality expectations that also meets the State’s intended benefits/outcomes associated with OMS.
Stakeholder Collaboration Each process affects individuals and entities inside and outside the State in unique ways. It is important to plan an engagement and collaboration strategy that will promote effective, efficient development and implementation. The table below identifies some key Program stakeholder entities and a brief description of their role:
Stakeholder Entity
Role
MN Department of Corrections (DOC) – Executive Leadership
Program Sponsor, Executive leadership, and direction for DOC
MN Department of Information Technology Services (MNIT)
Program Sponsor and Non-Functional Requirements lead
MN Department of Corrections (DOC) - Operations
Business users / Functional Requirements lead, SME’s
Gartner Consulting
IV&V
Data Integration Warehouse Vendor (TBD)
Parallel implementation with OMS
Other state/local agencies
Partners in data and OMS integration
Project Planning Project Planning includes all activities required to create and develop project planning documents with input and agreement from all stakeholders. The primary planning document is the Project Management Plan.
