About this file

This document is an Appendix C - Non-Functional Requirements for the Corrections Operations Management Solution (OMS) being procured by the Minnesota Department of Corrections (MNDOC). The OMS will replace the existing Corrections Operations Management System (COMS) application and is required to be a flexible, scalable cloud-based commercial off-the-shelf (COTS) solution that can support future DOC operational growth and business transformation. Key requirements include the ability to handle high volumes of users and data, robust scalability and availability, comprehensive security and access controls, multi-environment support, flexible APIs, seamless integrations, and robust audit and reporting capabilities.

The OMS solution must comply with various state and federal standards such as NIST, CJIS, Section 508, and NIEM. It should provide a user-friendly interface, extensive configuration and customization capabilities, as well as comprehensive training and support. The State expects the solution to be hosted on a FedRAMP-certified cloud platform and support disaster recovery and high availability. Respondents must detail all software, hardware, licensing, and third-party dependencies required to implement the COTS solution.

FUNCTIONAL REQUIREMENTS COMPLIANCE MATRIX
For each Functional Requirement in this document, the Responder should address each of the listed requirements by providing one of the response choices in the “Response Code” column.

The Responder is further encouraged to provide comments, clarification, or references to other areas of the proposal which provide additional details related to the requirement. Responder should NOT rely on references to documents that are not included in the proposal in their response, including URL links to information on the Internet.

Responses in the Response Code column are limited to the choices below. Entry of an incorrect Response Code will be considered unresponsive; if Responder enters multiple Response Codes for one requirement the State may assign a code of its own choosing. Where ‘C’ is the response, the required customization must be fully described, and any additional cost to the State identified in Attachment C: Cost Detail. Where ‘N’ is the response, a full description of all features that the software will not provide and all respects in which it will not satisfy the requirement must be provided. Do not include cost detail in Appendix C. If cost detail is included in this document, the State may disqualify the proposal as non-responsive.
