About this file
This is a pricing instructions document for the State of Colorado Microwave Backhaul Network procurement. The document provides detailed instructions for respondents to complete ten pricing tables (D8.1 through D8.10) that comprise the cost proposal for a comprehensive microwave network system. The project encompasses up to five microwave rings with support for up to 60 sites per ring, requiring respondents to itemize and price equipment, services, and optional items on a site-by-site basis. Respondents must provide pricing for microwave radio equipment, networking equipment, network monitoring and fault management systems, antenna and waveguide systems, system engineering services, installation and testing services, and recommended spare and test equipment. Optional components include tower structures and analyses, rectifier systems and batteries, and post-warranty support services. The pricing structure includes base proposal costs, optional tower work, optional power systems, delivery and shipping, performance bonds, estimated taxes, and various discounts or incentives.
The pricing instructions establish that while formulas within the spreadsheets are provided for convenience, respondents are solely responsible for the accuracy of all data and totals. All tabs and pricing tables must be completed by respondents, including optional items that the State may choose not to purchase. The document requires respondents to provide detailed lifecycle support pricing for future purchases at fixed discount rates off published list prices, including equipment, spare parts, and services needed throughout the contract term. Additionally, respondents must provide optional post-warranty support pricing for technical support, software support and upgrades, and extended warranty coverage for years 4 through 15. The State intends to distribute spare and test equipment evenly across 13 radio shops, and respondents may propose annual increases in base rates for future services while maintaining fixed discount percentages throughout the contract duration. Respondents must also submit a signed Cost Proposal Summary along with the detailed cost proposal forms.
