About this file
This document is a DRAFT REQUEST FOR PROPOSAL (DRFP) for Remotely Piloted Aircraft (RPA) Maintenance (Mx) support services. The Air Force's Air Combat Command, Acquisition Management and Integration Center (ACC AMIC) is providing this DRFP to give industry a preview of the upcoming competitive solicitation and allow for questions and clarifications.
The RPA Mx support services will provide organizational-level maintenance, sustainment of combat and training capabilities, and qualified personnel at CONUS and OCONUS locations. The contract is anticipated to have a five-year ordering period with an estimated award date of 1 April 2025. The applicable NAICS code is 488190, with a $35M small business size standard. The government is requesting company information, questions, and clarifications in response to this DRFP. Responses will become government property and will not be returned. This is not a request for proposal or quote, but rather a preview document to gather industry feedback prior to the official solicitation release.

APPENDIX A
DEFINITIONS, ABBREVIATIONS & ACRONYMS
1.0 KEY DEFINITIONS
ACC AMIC/PMAU PROGRAM OFFICE. The Air Force office with responsibility for technical management of the RPA contract which includes the RPA Program Manager located at Langley AFB, VA.
AEROSPACE GROUND EQUIPMENT (AGE). Powered and non-powered support equipment used to support a flying mission.
AGILE COMBAT EMPLOYMENT (ACE). A proactive and reactive operational scheme of maneuver executed within threat timelines to increase survivability while generating combat power.
AGILE. Able to outpace adversary action through movement and maneuver to achieve commander’s intent. ACE shifts operations from centralized physical infrastructures to a network of smaller, dispersed locations that can complicate adversary planning and provide more options for joint force commanders. Its value is derived from the ability to hold adversary targets at risk from multiple locations that are defensible, sustainable, and relocatable. Airmen should expect to conduct operations at a speed, scope, complexity, and scale exceeding recent campaigns from distributed locations.
AGILE COMBAT EMPLOYMENT (ACE) FRAMEWORK. ACE consists of five core elements: posture, C2, movement and maneuver, protection, and sustainment. The latter four align with the joint functions. Together with the remaining joint functions (information, intelligence, and fires), the five core elements form the whole of ACE’s operational framework.
AGILE COMBAT EMPLOYMENT. A proactive and reactive operational scheme of maneuver executed within threat timelines to increase resiliency and survivability while generating combat power.
ASYNCHRONOUS TRANSFER MODE (ATM). A high-speed multiplexing and switching method, utilizing fixed-length cells of 53 octets, that supports multiple types of traffic.
BASE CLUSTER. A base cluster is a collection of bases, geographically grouped for mutual protection and ease of C2. Within the context of ACE, base clusters typically involve the organization of an enduring location with one or more contingency locations (CLs) to establish a regional boundary, wherein the enduring location commander commands one or more CLs with appropriate authorities to direct their activities.
CORRECTIVE ACTION REQUEST. The vehicle used to document and notify the contractor of a major nonconformance, and to request a corrective and preventative action plan for the nonconformance.
CONTIGUOUS UNITED STATES. The 48 contiguous States (i.e. the “Lower 48”, excluding Alaska and Hawaii) and the District of Columbia.
CONTINGENCY CONTRACTOR PERSONNEL. Defense contractors and employees of defense contractors and associated subcontractors, including U.S. citizens, U.S. legal aliens, third country Nationals (TCNs), and citizens of Host Nations (HNs) who are authorized to accompany U.S. military forces in contingency operations or other military operations, or exercise designated by the geographic Combatant Commander. This includes employees
Appendix A Page | 2 of external support, systems support, and theater support contractors. Such personnel are provided with and appropriate identification card under the Geneva Conventions.
CONTRACTORS DEPLOYING WITH THE FORCE (CDF). A sub-category of “contingency contractor personnel” defined above. CDF are employees of system support and external support contractors, and associated subcontractors, at all tiers, who are specifically authorized in their contract to deploy through a deployment center or process and provide support to U.S. military forces in contingency operations or in other military operations, or exercises designated by a geographic Combatant Commander. CDF includes forward-deployed system support and external support contractors designated to remain in place in theater when a contingency is declared. Such personnel are provided with an appropriate identification card under the Geneva Conventions.
CDF usually work for the U.S. military forces under a deployable contract agreement in peacetime and in many cases have a long-term relationship with a specific unit. They usually live with and provide services directly to military forces and receive Government-furnished support similar to DoD civilians. CDF do not include TCN or local national personnel hired in theater using local procurement (e.g., day laborers).
COOPERATIVE SECURITY LOCATION (CSL). A facility located outside the US and its territories with little or no permanent US presence that is maintained by periodic Service, contractor, or host nation support.
ESSENTIAL CONTRACTOR SERVICES. A service provided by a firm or an individual under contract to the Department of Defense to support vital systems in support of military missions considered of the utmost importance to U.S. mobilization and wartime mission. The services, which shall be designated in the contract, are essential because the DoD components may not have military or DoD civilians to perform these services immediately or the effectiveness of defense systems or operations may be seriously impaired, and interruption is unacceptable when those services are not immediately available. Most support under external support and systems support contracts falls into this category as well as some support under theater support contracts.
FOREIGN OCONUS. OCONUS areas not administered by the United States Government (USG). Some Government-furnished support rates to the CDF are administered and published by the Department of State. Non-foreign OCONUS areas include States, Possessions, and Territories of the United States. The State Department does not administer or publish Government-furnished support rates for non-foreign OCONUS locations.
FORWARD OPERATING SITE (FOS). A scalable location outside the US and its territories intended for rotational use by operating forces.
GOVERNMENT FURNISHED EQUIPMENT (GFE). Equipment Authorized Inventory Data (EAID), non-EAID, and government leased equipment in the possession of, or acquired by, the government and subsequently delivered or otherwise made available to the contractor. GFE includes, but is not limited to, items such as TMDE, telephones, copy machines, personal computers, etc.
HUB AND SPOKE DISTRIBUTION METHODOLOGY. Moving cargo between an enduring location (hub) and a CL (spoke), organic transportation increases the flexibility and agility of forces within an AEW's base cluster. It provides commanders maximum flexibility to rapidly maneuver forces and materiel based on each CL’s need.
INITIAL CONTINGENCY LOCATION (ICL). A locale occupied by a force in immediate response to a contingency operation and characterized by austere infrastructure and limited services with little or no external support except through Service-organic capabilities.
Appendix A Page | 3
MQ-9. The “M” stands for multi-role, the “Q” denotes its remotely piloted system, and the “9” indicates the series of this unmanned aerial vehicle (UAV) system.
PROACTIVE MANEUVER. A scheme of maneuver by which forces and assets are moved between operating locations (see appendix) to assure allies and partner nations of US support, alter adversary or enemy understanding of friendly intentions and capabilities, posture to deter aggression, or gain advantage.
PRODUCT QUALITY DEFICIENCY REPORT (PQDR). A report used to identify, report, and resolve deficiencies on hardware, software, mission critical computer systems, vehicles, clothing, and textiles.
REACTIVE MANEUVER. A scheme of maneuver employed in response to observed, perceived, anticipated, or realized enemy aggression using mobility and dispersion of forces and assets to complicate enemy targeting, redistribute forces away from concentrated hubs, increase survivability, and reposition forces for follow-on operations.
RED-X. Symbol used on equipment forms to indicate it is in an unsafe or unsatisfactory condition.
REPARABLE/RECOVERABLE MATERIAL. Property that can be repaired at organizational, depot, or specialized repair activity.
MAIN OPERATING BASE (MOB). A facility outside the US and its territories with permanently stationed operating ofrces and robust infrastructure.
SEMI-PERMANENT CONTINGENCY LOCATION (SCL). A contingency location that provides support for a prolonged contingency operation and chargacterized by enhanced infrastructure and support services consistent with sustained operations.
SUPPORT EQUIPMENT. Equipment such as special testers and fixtures that are required to maintain a system or subsystem. This does not include auxiliary items such as cables, connectors, and adapters.
TEMPORARY CONTINGENCY SITE (TCL). A locale that provides near-term support for a contingency operation and chargacterized by expedient infrastructure and support servces that have been expanded beyond Service-organic capabilities.
THREAT TIMELINES. Theater-specific planning factors based on the time required for an adversary to accomplish its find, fix, track, target, engage, and assess cycle.
