About this file

This is an Electronic Transaction Fee appendix related to a Master Contractors IQC call-off procurement issued by the Maryland Department of General Services for upgrading walk-in refrigerator and freezer units at Eastern Shore Hospital Center in Cambridge, Maryland. The scope of work encompasses upgrading nine existing refrigeration units with new line sets, reusing existing wiring and piping where acceptable, installation of safety controls and sensors, electrical tie-ins, drainage modifications, and comprehensive system testing. The University of Maryland's Building Automation System intends to add unit monitoring via backnet connection. Factory-authorized operator training and delivery of two bound operations and maintenance manuals are required deliverables. A mandatory pre-bid walkthrough was conducted on September 3, 2026, with written questions due by September 10, 2026 at 3:00 p.m. Electronic bids are due through eMaryland Marketplace Advantage (eMMA) on September 18, 2026 at 3:00 p.m. Work must be completed within 365 days from Notice to Proceed, with all materials and work warranted for two years from system acceptance.

This procurement is restricted exclusively to Small Business Enterprises approved for the Master Contractors Central Region contract, creating a hard eligibility gate. The project is classified as "A" with an estimated cost under $100,000. Bidders must submit a Bid Bond (minimum 5% of total bid plus add-alternates), complete a Bid Proposal Affidavit, and provide a Payment of Employee Healthcare Expenses Certification demonstrating compliance with Maryland's healthcare-expense requirements. Bid prices remain firm for 120 days after opening. Prevailing wage does not apply to this cost category. Contractors are responsible for verifying all site measurements and dimensions, and demolished materials become contractor property and must be removed from site.
