About this file
Appendix 4 is a Special Notices document for a federally-funded project administered by Pinellas County, Florida, specifically for the Countywide Mast Arms - Group 1 Re-bid. The project involves infrastructure improvements for signalization with mast arms at three intersections, funded through the Federal Emergency Management Administration (FEMA). The project covers multiple Project Identification (P.I.D.) numbers: 004183A-Group 1, 004183J, 004183K, and 004183L, and requires contractors to adhere to specific grant agreement requirements and supplemental conditions.
The project mandates strict utility coordination, with contractors responsible for coordinating and locating all utilities prior to and during work, including specific requirements for directional drilling operations. Contractors must coordinate with St. Petersburg Utilities and Florida Gas Transmission, maintaining a minimum 10-foot clearance from utility lines at Roosevelt Boulevard and US 19, potentially requiring bore depths of 18 feet or more. Additionally, the project involves work on state roadways, requiring coordination with the Florida Department of Transportation Permitting and adherence to a construction agreement included in Appendix 1 of the bid documents.
