About this file
This document is a set of questions and answers related to RFP AOCSSB24R0012 for Capitol Power Plant (CPP) Predictive Maintenance Services. The RFP is for a firm fixed price contract to provide predictive maintenance services, including vibration monitoring, oil sampling/analysis, infrared (IR) analysis, and airborne ultrasound leak detection.
The key details are:
- The IR analysis and airborne ultrasound tasks are listed as optional annual services, to be performed at a daily rate of 8 hours if requested.
- There is no fixed number of oil samples or equipment to be monitored, as it depends on plant requirements and maintenance schedules.
- The contractor is required to provide access to all data collected through a web-based program for the Contracting Officer's Representative (COR) to review.
- A mandatory site visit is scheduled for April 18, 2024, with registration required by April 15, 2024. Attendance is highly recommended but not mandatory to submit a proposal.

Offeror Questions
RFP AOCSSB24R0012 – CPP Predictive Maintenance Services Reference Page, Section, Paragraph
Offeror’s Question
Government’s Response
C.5.3 IR Analysis Task 3
Confirming – Field engineer will perform monthly mechanical IR analysis on the rotating assets only if he feels it will be beneficial to asset evaluation. Vibration monitoring is the main technology to be utilized.
Based on approval by the COR and the Contracting Officer , due this being an optional requirement.
Paragraph also references IR electrical inspection of switchgear. No list of switchgear or electrical panels are provided in the SOW. Pricing sheets ask for an annual IR electrical inspection optional price. Can we submit a daily rate for an annual IR electrical inspection since no panel count is provided for an estimate?
Yes, but at a daily rate of 8 hours.
C.5.5.2 Airborne Ultrasound Leak Detection Task 4
Confirming – Field engineer will perform monthly airborne ultrasound on the rotating assets only if he feels it will be beneficial to asset evaluation. Vibration monitoring is the main technology to be utilized.
What will the field engineer use as a criteria to determine if the asset needs airborne detection?
Paragraph also references airborne ultrasound inspection of switchgear. No list of switchgear or electrical panels are provided in the SOW. Pricing sheets ask for an annual airborne ultrasound inspection optional price. Can we submit a daily rate for an annual airborne ultrasound inspection of electrical panels (only panels with incident energy of greater than 40 Cal/cm^2) since no panel count is provided for an estimate?
Yes, but at a daily rate of 8 hours.
General
Do we need to reply to each item in the SOW or only reply to items we feel need clarification on our deliverable.
Yes, you need to reply to each deliverable identified within the SOW, if that is your question.
Page 4, Section C.5.1 Task 1 Vibration Program
It was mentioned that not all of the equipment will be running each month. Based on history, what is the monthly average number of equipment that will be running?
There is not an average, it is what’s running due to plant requirements during the heating & cooling seasons. We have assets down for maintenance or repair at any given time. To give you an average would be misleading.
Page 4, Section C.5.2 Task 2 Oil Sampling/Analysis
From the equipment list, I estimated there to be approximately 30 oil samples that would need to be pulled and tested every six months. Is this estimation reasonable?
No. it could be more than 30 or less. If we make a repair based off of your findings, we will need your company to retest the new oil in the assets to verify the problem is fixed.
Pg. 4, Section C.5.3 Task 3 IR Analysis
This is listed as “optional”. Is this optional on a month to month basis, or an option to include IR in the overall PdM Program.
No, this is based on an annual task at an 8 hour rate.
Page 5, Section 5.5.2. Task 4 Airborne Ultrasonic Leak Detection and Analysis (optional)
This is listed as “optional”. Is this optional on a month to month basis, or an option to include Ultrasonics in the overall PdM Program.
No, this is based on an annual task at an 8 hour rate.
Page 5, Section C.6.2 Web Based Program Data, B.
Is this section intended for the Contractor to inform COR of equipment that has not been checked yet due to “non-running” status during previous onsite visits?
No. It is intended for the COR to access all of the oil analysis and vibration data you collect on our assets at any time. It should include “skipped assets”, but that is not the primary reason.
