Paint Contractor Support BPA Solicitation AOCACB24Q0082 Requests for Information & AOC Responses
No. Drawing No. / Spec Section Reference Question AOC Response
Was the walkthrough attendance a requirement to submit a proposal?
Although the walkthrough is encouraged, it is not required.
Can you please provide me with some insight on what exactly is required from us for the Offer Guarantee?
(See attachment section13.b.)
Offer Guarantee is only required for the Call Order AOCACB24Q0083.
The offeror shall furnish an Offer Guarantee of not less than 20% of the proposed price in the form of a firm commitment consisting of a Bid Bond, Certified Check, Cashier's Check, Irrevocable Letter of Credit, or Postal Money Order made payable to the Architect of the Capitol, or, under Treasury Department Regulations, certain bonds or notes of the United States. The Contracting Officer will return Offer Guarantees, other than Bid Bonds: (1) to unsuccessful offerors as soon as practicable after evaluation of the offers; and (2) to the successful offeror upon execution of contractual documents and bonds (including any necessary coinsurance or reinsurance agreements), as required by the offer as accepted.
For the AOC painting BPA the solicitation has conflicting instructions for the offeror guarantee. In one part of the solicitation it says it is not required, in another it says they will not evaluate the proposal without it.
For the BPA AOCACB24Q0082, the offeror guarantee is not required.
For the Call Order AOCACB24Q0083, the offeror guarantee is required.
Pricing Sheet – do we fill out both tabs in the pricing sheet or just tab 1? The Quoter shall complete the tab 1, "Pricing Sheet".
Bid Bond. Do we make the bid bond 20% of the total contract value or 20% of the BPA that will be awarded?
Bid bond is based on the overall amount submitted for the Call Order AOCACB24Q0083.
Should we send separate bids for each RFP number? Quoters should follow the instructions included in the solicitation.
For the BPA AOCACB24Q0082, a completed Pricing Sheet, "Attach 7 - Pricing Document", is required. Quoters should price the items stated in the "Pricing Sheet".
For the Call Order AOCACB24Q0083, "Quoters shall fill in a Firm Fixed Price for CLINs 1 to 3 of the Call Order 01 SF 1442 Section B (AOCACB24Q0083), along with a breakdown of which labor categories (position titles only)/ tasks from the BPA Level are included and their respective quantities quoted for Call Order 01."
Should we mail or email. Both RFP’s mention mail only? Only electronically submitted quotations to renko.hardison@aoc.gov and susan.dunnagan@aoc.gov will be evaluated.
Pricing spreadsheet is for the 119th Transition scope of work, still reads 118th. The pricing spreadsheet has been updated. The "Suite Checklist" should not be completed.
The checklist is included for reference only. The checklist is a sample of a checklist that will be used during the contract period.
