About this file
This is Amendment #7 to RFP #S-10700-00010923 issued by the State of Oregon for a Network Detection and Response (NDR) Solution. The amendment modifies the Proof of Value (POV) process and commencement date for the three highest ranked proposers in the competitive range. The POV evaluation period has been changed from simultaneous to sequential evaluation, with each vendor being evaluated on a 7-day rotational basis for 14 calendar days per NDR solution, rather than the original 30 business days. The evaluation will commence on Friday, January 31, 2025, with the highest ranked proposer starting on day 1, the second highest on day 7, and the third highest on day 14. Each proposer must provide a one-hour hands-on access setup and introduction meeting with the Evaluation Committee.
The amendment specifies that proposers may provide additional services (reports, data, etc.) beyond the basic evaluation requirements, but these will not be scored and must be at the proposer's expense. Participation in the POV process is mandatory for all proposers that enter Round 2, and failure to participate will result in disqualification. A Q&A session will be conducted following day 28 of the POV with each of the three highest ranked proposers. Protests to this amendment must be submitted by January 31, 2025, at 8:00 AM Pacific Time.
