About this file
This Amendment One document modifies Solicitation 5400019139 issued by the South Carolina Department of Education for the procurement of Parent Surveys in English and Spanish format. The solicitation seeks printed survey materials and administrative packages to be delivered to schools statewide. Bidders must submit offers online by January 29, 2020 at 11:00 a.m., with questions due by January 8, 2020 at 11:00 a.m. The corrected quantities to be bid are 192,000 English surveys and 10,000 Spanish surveys. Award notification is scheduled for January 30, 2020. According to the timeline, contractors must receive electronic files containing survey content, school names, ID codes, and quantities at least thirty (30) days prior to delivery, with schools receiving parent survey materials by the week of February 17, 2020. No pre-bid conference or site visit is required. The contract will be issued to a single legal entity selected through competitive bidding.
The amendment clarifies specifications and requirements through responses to fourteen bidder questions regarding specification sheets, corrected quantities, packaging instructions, delivery timelines, and administrative package contents. Surveys must be delivered in corrugated cartons with a maximum weight of 30 pounds each, stacked flat on securely wrapped pallets. Sample packages will not be provided to bidders prior to bid submission. The State indicated no budget will be published for this procurement and encouraged bidders to submit their best pricing. The Department of Education reserves the right to update requirements only through formal amendments to the solicitation. Historical contract information from the previous vendor award can be accessed through the State's online contract search system.

PREFERENCES - A NOTICE TO VENDORS (SEP. 2009): On June 16, 2009, the South Carolina General Assembly rewrote the law governing preferences available to in-state vendors, vendors using in-state subcontractors, and vendors selling in-state or US end products. This law appears in Section 11-35-1524 of the South Carolina Code of Laws. A summary of the new preferences is available at www.procurement.sc.gov/preferences . ALL THE PREFERENCES MUST BE CLAIMED AND ARE APPLIED BY LINE ITEM, REGARDLESS OF WHETHER AWARD IS MADE BY ITEM OR LOT. VENDORS ARE CAUTIONED TO CAREFULLY REVIEW THE STATUTE BEFORE CLAIMING ANY PREFERENCES. THE REQUIREMENTS TO QUALIFY HAVE CHANGED. IF YOU REQUEST A PREFERENCE, YOU ARE CERTIFYING THAT YOUR OFFER QUALIFIES FOR THE PREFERENCE YOU'VE CLAIMED. IMPROPERLY REQUESTING A PREFERENCE CAN HAVE SERIOUS CONSEQUENCES. [11-35-1524(E)(4)&(6)]
