About this file

This is an amendment to a Request for Proposals issued by the Mississippi Department of Corrections (MDOC) and Wilkinson County Industrial Development Authority for a qualified private facility operator to manage the Wilkinson County Correctional Facility (WCCF) in Woodville, Mississippi. Amendment #5, issued May 6, 2026, revises the timeline for the procurement process, establishing an anticipated Notice of Intent to Award on May 18, 2026, a deadline for requests for reconsideration and post-award debriefing requests on May 21, 2026, anticipated post-award debriefing dates of May 26-27, 2026, and an anticipated Notice of Contract Award Announcement on June 1, 2026. The original RFP was issued February 10, 2026, with proposals due by 2:00 p.m. CST on March 25, 2026. An optional facility tour was scheduled for February 25, 2026, at 11:00 a.m. CST. The selected contractor will assume full management and operational responsibilities of the 97-acre facility housing approximately 920 inmates beginning July 1, 2026, with a contract term of three years through June 30, 2029, and two optional one-year renewal periods not to exceed five years total. All personnel, systems, and programs must be fully implemented and operational within 180 days of contract execution.

Key qualifications require a minimum of five years of experience providing similar correctional facility operator services and a minimum average score of six points on two reference checks totaling 12 points. Required insurance includes $10,000,000 in general liability and $500,000 in motor vehicle liability, with MDOC and the State of Mississippi as additional insureds. Evaluation criteria consist of price (35 points), technical factors (31 points), and management factors (34 points), for a total of 100 points. Proposed costs must provide a minimum 10 percent cost savings compared to state operation while maintaining the same level and quality of service. The contractor must submit cost proposals based on a per-inmate per-diem rate, with fees payable directly by MDOC. The facility operator must comply with American Correctional Association Standards and maintain ACA accreditation, with potential monetary offsets ranging from 0.5 percent to 1.0 percent of daily inmate population multiplied by the per-diem rate for late, incomplete, or inaccurate reports. The contractor assumes responsibility for facility maintenance up to $150,000 per incident, with the Authority bearing costs for repairs and replacements exceeding that threshold. Prospective offerors must acknowledge receipt of this amendment with a required signature line submitted as part of the response packet. Questions should be directed to Crystal T. Henry, Ph.D., at procurement@mdoc.state.ms.us.
