About this file

This document is an Amendment 2 to a Request for Proposal (RFP) for an Integrated Communication Services System issued by the South Carolina Department of Juvenile Justice (SCDJJ). The solicitation seeks a comprehensive communication solution for juvenile facilities, including tablets, video visitation, and related technological services. The proposal is due on 11/04/14/2024 at 15:00:00, with the award scheduled to be posted on 12/17/2024. The project encompasses multiple SCDJJ facilities including JDC, MEC, BRRC, UEC, and CEC, with varying housing unit capacities ranging from 8 to 42 beds per unit. The solution requires a 1:1 tablet-to-youth ratio, Wi-Fi coverage in housing units and education areas, and must include capabilities such as HIPAA-compliant sick call request submissions.

The RFP emphasizes a solutions-based procurement approach, where vendors are expected to provide a comprehensive, self-contained communication system without relying on existing SCDJJ infrastructure. Vendors must supply their own network infrastructure, access points, bandwidth, and equipment, with no utilization of the current network. The current network is owned by SCDJJ and uses Segra as an Internet Service Provider. The solicitation does not disclose a specific budget and requires vendors to propose their own implementation timeline. Notably, the RFP restricts vendors from introducing additional services like commissary or telephone systems and prohibits requiring end-users to agree to terms of use not pre-approved by the procurement officer. The evaluation will be based on technical proposal (45%), risk assessment (35%), and value (20%), with the contract awarded to the highest-ranked, responsive, and responsible offeror.
