About this file

This document is a Request for Proposal (RFP) from Northern Wasco County PUD for the purchase and installation of two 115-12.47/7.2 kV, 24/32/40 MVA ONAN/ONAF/ONAF 55°C power transformers to be furnished and installed at the Skov Substation in The Dalles, Oregon. The RFP requires bidders to complete a bid evaluation schedule that includes pricing for the transformers, site preparation, spare parts, and field-related services. Bidders must also provide technical specifications and details on the transformers, including no-load and load losses, efficiency, and withstand voltages. The RFP includes additive alternates for transformer storage and an alternate oil option. Bids must be submitted by a specific date and time, and the successful bidder will be awarded a contract.

The bid evaluation will be based on the total cost, including the transformer purchase price, no-load and load losses, and other related costs. The RFP does not mention any set-asides or incumbent contractors. Funding requirements and sources are not specified. The contract term and any renewal options are not stated.

ADDITIVE ALTERNATE A TRANSFORMER STORAGE CHARGE

Should site development or construction be delayed, the OWNER may choose to have the transformer stored at the manufacturer’s facility. If necessary to store a transformer beyond the specified delivery date range, state the amount to store a transformer per month.

________________________________________________________ Dollars

and ___________________________________ Cents/Month $____________/Month
(Amount written in words has precedence)

ADDITIVE ALTERNATE B ALTERNATE OIL OPTION

If available by the manufacturer, provide an alternative adder price to design and supply the transformer with an accepted biodegradable seed or vegetable oil-based substitute that meets all ASTM, IEEE, and ANSI performance requirements. The oil alternative will be in lieu of pure mineral oil insulation. A datasheet for the alternative oil and a list of any special tools, monitoring devices, testing, or maintenance requirements to properly care for the substitute oil must be noted herein and provided with the proposal. The cost shown is interpreted as the difference to provide the transformer with the substitute oil, to be purchased at the OWNER’s option.
