About this file

This document is an amendment to a Request for Proposal (RFP) issued by Northern Wasco County PUD for the procurement of 2 transformers, 24/32/40 MVA each, for a new substation in The Dalles, Oregon. The amendment provides responses to various requests for information (RFIs) submitted by potential bidders, including clarification on transformer ratings, delivery requirements, performance bond specifications, and evaluation criteria. The PUD prefers simultaneous delivery of the transformers and may consider transformers manufactured outside the U.S., subject to exclusions on parts from certain foreign adversaries. No pre-qualifications are required to submit a proposal, but the PUD will consider past experience and references in the award determination.

The PUD will evaluate bids based on load losses, which are to be provided in an updated bid form. No-load losses may also be evaluated, but a specific dollar amount per kW has not been provided. There are no union labor requirements specified at this time. Proposals are due to the PUD, but there are no registration or qualification processes required to submit a bid.
