About this file
This is Addendum No. 3 to Request for Proposals 015-25/26 issued by the Florida Agency for Health Care Administration (AHCA) for the development and operation of a web-based organ and tissue donor registry coupled with a public education initiative. The addendum modifies the Scope of Services and the solicitation timeline of the original RFP. Key modifications include updates to information technology requirements, specifically Driver Privacy Protection Act (DPPA) compliance for web services and data handling, relocation and expansion of disaster recovery and data security provisions within the IT section, revision of the implementation plan requirements to include completion within ninety calendar days of contract execution, and approval of the test plan by AHCA's Division of IT and the Department of Highway Safety and Motor Vehicles (DHSMV) using multiple browsers and devices. The revised solicitation timeline establishes the following critical dates: written questions deadline of July 7, 2026 at 2:00 p.m., anticipated agency responses by July 21, 2026, response submission deadline of August 18, 2026 at 2:00 p.m. to AHCA's Tallahassee office, public opening at 2:30 p.m. on August 18, 2026, and anticipated posting of Notice of Intent to Award on September 15, 2026.
The addendum specifies enhanced data security and technology requirements including HIPAA compliance for all Protected Health Information (PHI), use of enterprise-level database management systems such as Oracle or Microsoft SQL Server, development using Microsoft.Net framework or mainstream toolset, and implementation of Secure Sockets Layer (SSL) and Transport Layer Security (TLS) protocols. The vendor must migrate approximately 10.6 million existing donor records from the prior vendor to the new registry during the implementation period and accept weekly batch updates from DHSMV via secure sFTP, with optional capability for real-time or near-real-time updates through web services. All electronic communications containing PHI must be encrypted in accordance with HIPAA requirements using the Agency's encryption software at the vendor's expense. The vendor shall ensure system security and confidentiality of donor identifiable information through compliance with federal and state security regulations and professional industry standards.
