Solicitation: AG-52B1-S-15-0007 Vegetation Management at the Mark Twain National Forest

Amendment 5:

CHANGES:

1. Section 4.7 of the PWS, Bole Removal and associated line items, has been removed from this acquisition. A revised PWS and line item schedule (Rev 21 JAN 2015) are attached and hereby incorporated into this solicitation.

2. Contract time on page 2 of the PWS was revised to remove the bole removal reference.

3. 5.1 Performance Requirements Summary: Items under 4.7 were removed.

4. A Revised Line Item Schedule (REV 21 JAN 2015) and Location of Services has been posted with Section 4.7 items removed.

5. The solicitation close date is changed as follows:

FROM: 23 JANUARY 2015, 1:00 P.M. (EST)

TO: 28 JANUARY 2015, 1:00 P.M. (EST)

QUESTIONS AND ANSWERS

1. QUESTION: I have talked to several loggers in the Salem area and not one of them will give me a per acre prices to remove damaged logs out of the woods without seeing the project first. There are just too many variables for a logger to consider, and I agree with them, they have no way of knowing what they are putting a price on. Therefore, they must price it worst case scenario, which puts pressure on us by not being able to provide a competitive bid. This is a low price solicitation, and overpricing one line item that may not be used could cost us a contract. I’d like to see these bole removal line items removed if possible.

RESPONSE: Reference Item #1 in Changes above.

2. What is the average size of a TSI project, or an herbicide project? I know that $3,000 is the limit, but with travel expenses there is a huge difference between a 30 acre project and a 100 acre project.

RESPONSE: A typical task order for TSI with stump treatment for a district would be in the 250 to 500 acre size. Our total annual TSI program forest-wide (with or without herbicide) is usually around 2000 acres.

3. QUESTION: In the pre-bid meeting, you said that the minimum order is $3,000, per task order. I want to clarify that it is per task order and not several task orders lumped together.

RESPONSE: Reference FAR clause 52.216-19—Order Limitations (OCT 1995) as included in the solicitation.
