Solicitation: AG-52B1-S-15-0007 Vegetation Management at the Mark Twain National Forest

Amendment 2:

1. QUESTION: The body of the solicitation states "The Government's intent is to make six contract awards with one contract for each district work area...". Attachment A. (Location of Services/Schedule of Items), shows nine check boxes. It appears that nine contracts could be awarded. Will contracts be awarded only on the District level or could the Cassville, Willow Spring and Cedar Creek Units be awarded individual contracts?

RESPONSE: Reference the corrected line item schedule and location of services (Rev 7 Jan 2015). The Government intends on awarding a total of six contracts, one for each area on the list.

2. QUESTION: At this time do any of the District/Unit administrators have an estimate of the amount of work they may have in each line item?

RESPONSE: Reference the corrected line item schedule. The estimated quantities are a per year total for all six areas combined. Quantities specific to each area are not known at this time.

Estimated quantities are not a representation to an offeror or contractor that the estimated quantity will be required or ordered, or that conditions affecting requirements will be stable or normal.

3. QUESTION: I would like to have the last successful prices OR abstract of offers for this contract.

RESPONSE: This information is not available at this time.

4. QUESTION: I would like to have the last successful bidder and prices for the chainsaw work.

RESPONSE: This information is not available at this time.

5. QUESTION: You have requested that we send your questionnaire to our clients to be filled out and returned to you. We have already received similar evaluations from those clients, and since we value the time of our clients we do not feel that it is fair to them to repeat that information again and again on new forms for each project which we supply a bid. Will you accept these evaluations in addition to the questionnaire in the solicitation as documentation of our past performance?

RESPONSE: Reference the instructions for the past performance questionnaires in the solicitation. If additional past performance information is submitted with a quote, the Contracting Officer will review to determine if it can be considered during quote evaluation in accordance with the solicitation.

6. QUESTION:

a. We have about 35 line items for 9 districts to bid on. What we are doing is giving you our maximum price for each line item, then we can bid on individual task orders. Based on these task orders we can visit the site and submit a bid, but the bid can’t be higher than what we put on this proposal. Is that correct?

RESPONSE: No. Resulting contracts will be Requirements contracts. Line item prices for each period (base plus four option periods) are firm fixed prices. Task orders are issued against the basic contract at the awarded unit prices.

b. This bid I send in is not going to be awarded to one or 2 contractors, rather all contractors who bid will be put in the pool to receive solicitations later. Is this correct?

REPSONSE: No. One Requirements contract per area will be awarded and task orders will be issued against the basic contract awarded for the district as work is required.

7. QUESTION: I was wondering if the numbers are realistic on the bid sheet?

RESPONSE: : Reference the corrected line item schedule and location of services (Rev 7 Jan 2015) and the response to Question 2 above.
