15. A question about the requirement to work concurrent task orders was asked in terms of whether or not there is a probability many task orders may be issued at the same time in the same or multiple districts. The Government advised that planting is a very season specific item and there is more of a chance of task orders being issued at the same time for that type of work. The Contracting Officer stated that each contract’s task orders are stand-alone requirements with independent periods of performance. Contractors must be capable of performing concurrent task orders in accordance with the terms and conditions of the basic contract and specific task order. The Contracting Officer also referenced 52.216-19—Order Limitations as included in the solicitation.

16. No questions were permitted in the field during the site visit. All questions are to be submitting to the Contracting Officer in writing.

The Government stated that the information was not available at this time this way, but it could be requested via FOIA. The Government stated the solicitation would not be halted due to FOIA requests.

20. The Government pointed out that this is a total small business set-aside.

21. The Government directed interested parties to the bio-preferred and biobased clauses and language as well as the requirement to submit a Green Plan if awarded a contract.
