Camp Nesbit Improvements – Environmental Educational Youth Camp – Roofing & Staining

R9 Unique AAP Project No. CIM-0900-24F-16-0907-02

STATEMENT OF WORK

PROJECT NAME: Camp Nesbit Improvements – Environmental Educational

Youth Camp – Roofing & Staining Project

REQUESTING UNIT:

Ottawa National Forest

E6248 US2

Ironwood, MI 49938

GOVERNMENT PROJECT MANAGER:

Eric R. Johnson Ottawa National Forest

E6248 US 2

Ironwood, MI 49938

(906) 932-1330 x 322

The following scope of work describes the services requested at the Camp Nesbit Recreation Site within the Ottawa National Forest in Michigan. Work shall be in accordance with this Statement of Work (SOW) and the project plans and specifications.

Background: The facilities at this recreation site were originally constructed in the 1930s by the Civilian Conservation Corps (CCC), and are eligible for listing in the National Register of Historic Places. Exterior maintenance performed on many visible components / elements of these facilities, in many instances, needs to visually appear as it did upon completion of original construction in the 1930s in order to maintain its National Register eligibility. Also, “in-kind” materials are often required to be utilized to preserve this appearance.

The intent of this project is to:

1. Repair, by replacement, 15 roofs and

2. Stain the exterior of 23 buildings located in the Camp Nesbit Complex.

In the past, the roofs on all of the buildings had been changed from wood shake to asphalt shingle. This change of materials and visual appearance did not change National Register eligibility for these facilities. The roofing portion of project will replace the existing three-tab shingles on designated buildings with architectural / dimensional / multi-thickness style shingles; see below and the specifications for details.

The color of the stain may have slightly changed over the years, and the chemical make-up of the stain most likely has changed over the years. The staining portion of this project will match (as close as feasible) the color of the stain after the facilities original construction, utilizing stain with a more current chemical make-up, to provide maximum, longer lasting exterior wood surface protection than the older stains; see below and the specifications for details.

Projects summary description: The Contractor shall provide all coordination, phasing, labor, material, equipment, incidentals, and supervision to accomplish and complete all of the Work in accordance with any / all drawings / photos and specifications, to accomplish the intent of this project.

Any material which is demolished or removed by the Contractor and not salvaged by the Government becomes the property of the Contractor. Said material shall be removed from Government property and properly disposed. The contractor shall provide a copy of all disposal slips from the accredited landfill to the COR (Contracting Officer’s Representative).

Any damage to structure components and/or surrounding environment during demolition / construction may require repair / replacement at the Contractor’s expense, if the Contracting Officer (CO) determines such action is necessary.

All work shall be accomplished by (and not limited by or to) complying with the most current versions of applicable and / or salient parts of the following standards, guidelines, recommendations, regulations, codes, and laws: Occupational Safety and Health Administration (OSHA), Architectural Barriers Act Accessibility Guidelines, Forest Service Handbook (FSH), Forest Service Manual (FSM), International Building Code (IBC), International Energy Conservation Code, Code of Federal Regulations (CFR), American National Standards Institute (ANSI), American Society for Testing and Materials (ASTM), etc.
