Pre-Bid Meeting Brief Summary Date: Tuesday, May 11th, 2010

1. FS provided a brief preface of the project (what it entails), and told the audience to review the documents on the FBO website for add'l / specific information about this RFP,

2. The contractors would like the Pre-Bid meeting sign-in sheet posted to the FBO website in order to find out who the potential interested subcontractors are for the project, and how to contact them. (Bidder’s List Provided)

3. Some contractors wanted to know if Bid bonds (and Performance & Payment bonds) are required in this contract.

Yes. Bid/Payment/Performance Bonds & Certificate of Insurance are required for this RFP.

4. One contractor asked for a clarification regarding "HUBzone Price Evaluation Preference vs. "HUBzone Set-Aside" and if this contract is HUBzone certification is required.

This project is not set-aside for HubZone certified small businesses. It is advertised as full and open competition and is not restricted to any socioeconomic preference group. In this procurement the HUBzone Price Evaluation Preference is included. This means that 10% of the offered price will be added to all offers that are not HubZone small businesses or otherwise successful offers from small business concerns. This preference is for evaluation purposes only.

5. The estimated quantities in the project are just that, "estimated quantities", it's the their responsibility to verify these quantities; if there's discrepancies (in quantities or contract information), bring it to the attention of the FS Contracting Officer for rectification.

6. A few contractors asked about substituting materials.

The FS told them they must submit a “base” proposal that is completely responsive to the Request for Proposals including the specified materials. Vendors may also submit an “alternate” proposal offering substitute materials. Alternate proposals must be clear in what is being substituted and include a complete Schedule of Items showing the prices using the substituted material(s).

7. The campground was partially occupied during this meeting; site safety was emphasized during this meeting.......the contractors were informed that the FS will want to review the safety plan of the contractor that's awarded the contract (especially if they're planning on coordinating with the FS to work during partial occupation of the campground.)

The contractor must implement a safety plan due to the campground site occupied with children during construction.

8. Some contractors were informed that they could arrange other/add'l site visit(s) with the FS for gathering add'l information should they need / want it for their proposal.

Contractor must contact Eric R. Johnson, COTR to arrange additional site visits at the Camp Nesbit Campground at (906) 932-1330.
